14TH WORLD FESTIVAL OF YOUTH AND STUDENTS - CUBA '97
DRAFT PROCEDURE FOR PARTICIPATION IN THE 14TH WFYS

The ICC recognized an NPC as fundamental body to promote broadest unity and to coordinate the work of all interested organizations in the Festival.

Delegates can participate in the Festival through:

* NPC or such with other name.

* Other youth and student organizations, in countries where there is no NPC and due to special circumstances, it is not possible to implement the principle of general organization.

* Regional and international organizations

After the creation of an NPC, information should be given by them to the ICC members to be registered. In the case of more than one NPC being established in any one country arising to disagreement, proper consultation should be developed between ICC members.

In the activities of the 14th WFYS where a limited capacity of participation exists, as the Political Discussion Centers, priority will be given to guarantee a balanced participation of all NPC, countries, international and regional organizations.

GUIDELINES FOR INTERNATIONAL TRANSPORTATION

TO THE XIV WORLD YOUTH AND STUDENTS FESTIVAL

1. Cubana Airline will maintain the political willingness to obtain as maximum seats as possible for delegates.

2. The Cuban National Preparatory Committee will negotiate with other international airlines reducing prices on their regular flights and possibilities of charter planes for delegates to the XIV Festival and will inform all NPC's and participating organizations before March 30th.

3. The ICC in cooperation with CUBANA Airline will make the necessary efforts to give priority for delegates from Third World Countries in available seats of regular flights in order to guarantee a representation from all countries in the Festival.

4. Cuba will reduce operational costs for those airlines that agree to have charter flights to Cuba for the Festival, as well as for ships operations.

5. NPC's and participating organizations should inform to the ICC the number of seats on CUBANA regular flights and CUBANA's charter flights that they finally need by March 30th as the latest date.

On April 15th the ICC will confirm them back about the real possibilities of meeting their needs.

6. By May 30th NPC's and participating organizations should inform NPC Cuba the list of delegates for regular flights and charter flights to confirm the available seats and make advance payment of about 30%.

7. NPC's and participating organizations are responsible for transit visas for their delegates and are encouraged to take the necessary measures in finding possibilities through different airlines and other means of transportation in order to guarantee maximum participation of their delegates in the Festival.

ADDITIONAL DECISIONS TO THE REPORT OF THE FINANCIAL COMMITTEE

1. The Financial Committee calls upon all NPCs to accelerate the fund raising of financial and material resources.

2. While not being able to prepare a concrete budget, the Financial Committee propose some minimal goals to be achieved in the field of delegates transportation.

* To give priority for the use of the International Solidarity Fund to the Third World countries and the activities of the Festival, taking into consideration the list of 48 least developed countries and others that the ICC decides.

* As an indication international transportation for 10 delegates from each of the 48 LDC will cost around 1 million USD.

* An elaborate budget will be presented by the Financial Committee after collecting concrete needs from NPCs.

3. In addition to the bank account already open in Vienna, Austria, to settle a new bank account in Cuba for the transfer of funds to the ISF in conjunction with the NPC of Cuba.

The Financial Committee should inform and submit to the ICC all transfers of funds.

4. To address international institutions with proposals to participate in the program of the Festival that might be financed by them.

5. To encourage NPCs to commit financially basing on the number of delegates, and to consult at regional level.

6. To spread information on the main needs and material resources for the Cuban NPC.

MANDATE TO THE ICC

Implementing the mandate given to the ICC in the II IPM after discussion is urged to:

* Nominate and send to Havana an ICC Permanent Working Group composed by 8 members by April 10th:

* 1 representative of international organizations

* 1 representative per region

* NPC Cuba

* NPC Peoples Democratic Republic of Korea

* To distribute responsibilities among ICC members to coordinate the preparation work political discussion center, content and methodology and other Festivals activities together with the interested NPC.

* In order to facilitate the preparatory work of the ICC, all NPC and participating organization are requested to submit their proposition concerning topics of political discussion social groups meetings and solidarity meetings to the ICC by April 15th.

* To receive by March 30th the NPC list on the proposal of special guests to by invited by the ICC to the Festival.

* To inform to the ICC the intentions of participation in:

* Friendship Fair

* Festival Political Song

* Other cultural and sport activities

* Activities to be developed in Regional Clubs

* Visit to provinces

Also to inform the respective technical requirements till May 30th.

GENERAL PROGRAM

RESOLUTIONS ON THE DRAFT PROGRAM

1. To adopt the draft program with the following amendments and recommendations:

a) To open a Caribbean Regional Club.

b) To add to the social group meeting, a meeting of Indigenous young people.

c) To reconsider the internal organization of the social group meeting of artists and journalists.

d The development of the program must guarantee rich and diverse possibilities for political discussion.

(Proposal submitted to the 2nd ICC meeting; participants made suggestions that will be analyzed by the ICC, and they will be enclosed in the modified draft program)

I Opening ceremony

II Centers for Political Discussion

The 2nd International Preparatory Meeting held in New Delhi, India formulated topics to be discussed in the 13 political discussion centers:

Peace, security, nuclear weapon free world and international cooperation

Anti-imperialist struggle, solidarity, national liberation, sovereignty and self-determination

Democracy and participation

Environment and sustainable development

Employment

Education, science and technology

Childhood

Young women

Health

Culture and social communication

Discrimination, racism and neo-fascism

International youth and students movement

Human rights and peoples rights

The 2nd meeting should initiate the preparation of each of these. ICC members will coordinate each center's preparatory work in conjunction with the NPCs and other (in the case of non-NPC countries) interested countries.

The political discussion centers will take the form of plenary sessions. Seven centers will be able to hold sessions simultaneously (preparations have been made for seven groups of simultaneous interpreters in three languages: English, Spanish and French). Daily discussions are anticipated in 13 centers and in the Anti-imperialist Tribune so as to make maximum use of discussion time, simultaneous interpreting and the availability of space, as well as to achieve a greater exchange among delegates. Seven topics can be discussed in plenary session either in the morning or in the afternoon with a round table in the other session and vice-versa as regards remaining topics. In the case of round tables, consecutive translation will only be possible into one language.

III Social Group Meetings

The 2nd International Preparatory Meeting of India proposed the holding of solidarity meetings with different countries facing aggression or oppression by imperialism, reactionary forces and regimes and with all the regions in general, to be held after the dates devoted to each region and the host nation:

July 30: Africa

July 31: Europe

August 2: Middle East

August 4: America

August 5: Cuba

The 2nd ICC Meeting is to decide on the countries and causes holding solidarity meetings and will be in charge of their preparation.

V Free Tribunes

Here delegates will be given an opportunity to take active part in discussions, meetings and campaign promotion activities. The program for these tribunes will be prepared by the International Preparatory Meetings and the ICC, with all relevant details being circulated among delegates.

VI Friendship Fair

This fair will have stands devoted to the different countries and showing their history, culture, handicrafts, fashions, posters, books, videos and other traditions.

As a result it is imperative that some of these objects arrive in Cuba in sufficient time so as to assure their exhibition on the dates concerned.

Location: EXPOCUBA (Cuba's largest exhibition center)

Date: August 5 (when all delegates will visit, but the fair will be open throughout the festival)

VII Regional Clubs

Each region will have its own club during the Festival where delegations will be able to exhibit their music, dance and other traditions.

The Clubs will be open for exchanges among delegations and will be located at the following centers in Havana:

* European Club: "Camilo Cienfuegos" Recreation Center

* American continent Club: "El Castillito" Recreation Center

The program for each Club will be prepared by members of the ICC from each region, with participating delegations making use of proposals received in advance.

This will be both a demonstration of the cultural traditions of each country and will be Cuba bidding farewell to the Festival participants.

PRE AND POST-FESTIVAL PROGRAMS

For those delegations who, for various reasons, wish to arrive before the official festival inauguration date or remain after the closing ceremony, various programs have been prepared.

WORK BRIGADES

Delegates who wish to participate with Cuban youth in agriculture will be accommodated at the Higher Institute of Agriculture and Livestock Sciences (ISCAH), in other words the university of Agricultural Sciences of Havana.

Located between the national highway and carretera de Tapaste, Km 23, San José de las Lajas, this includes a swimming pool, video room, and discotheque.

Work carried out will be with coffee and the planting of vegetables.

The cost of accommodation will be $6 USD per person per night.

RECEPTION CENTER

Delegates are given lodgement in family homes during the Festival. Before and after the Festival accommodation will be provided at a Cuban school, the "Vladimir Ilich Lenin" Exact Science Senior High school. The full board rate will be 17 USD and half board 12 USD.

CAMPING

Villa "El Abra"

Located near Jibacoa, 60 km from Havana and 62 km from Varadero's playa azul.

This includes 87 single, double and triple cabins with bathroom en suite and ventilator.

Activities include swimming pool, beach, billiard room, dance hall, bicycles, mopeds, horses, diving equipment, yachting and boat trips, beach volleyball and tennis.

There is also a souvenir shop, bars, barbecue, cafeteria and restaurants serving Cuban and international cuisine.

Price: $17 USD per person per night full board.

Price: $12 USD per person per night half board

Transfer: Airport-Villa "El Abra"-Airport: $20 USD.


"La Laguna" Camping

Located next to the Villa "El Abra", Jibacoa, 60 km from Havana and 62 km from Varadero's playa azul.

This includes 114 single, double and triple cabins with bathroom en suite. May also be used as agricultural encampment.

Price: $17 USD per person per night full board.
