COMMUNICATION FROM THE POLITICAL MEETING OF SOCIAL CENTER "IL MOLINO" ABOUT THE ORGANIZATION OF THE ICC99 EVALUATION MEETING AND CREATION OF AN EUROPEAN COORDINATION NETWORK

The organization of Caravan 99 brought together a european network of
antagonistic realities to neoliberistic policies, use of biotech and the
logic of imperialistic war.

It is a common opinion that this experience should be used at its best
--
and not dissipated, now that the Caravan came at its end -- with the
strenghtening of the contact network and the possible creation of a
european coordination network aiming to gather and coordinate the
initiatives and efforts of many different european antagonist realities.

We are all aware that both the preparatory and the executional stages of
the Caravan showed moments of tension and many misundestandings between
the
realities organizing the ICC. We think that these tensions should be
openly
discussed and -- we hope -- solved out during the meeting for the sake
of
the great possibility we have ahead of creating a european coordination
network, which will be a precious tool for a constant
internationalization
of the many struggles and common targets of European Antagonism.

By organizing Caravan 99, we have clearly demonstrated that the
possibilities of pan-european organization exist, and that they can
bring
to the developement of new and important ways to struggle. Lack of
implementation of this experience for personal and organizational
reasons
could be really negative -- personal and political problems can and must
be
overcomed as much as possible, in the respect of reciprocal differences.

To think that the enormous effort required to organize the ICC9 could
show
no faults -- at the first experience and with so many different
realities
-- it was simply utopistic. Still, the european organizational mechanism
can surely be improved -- an improvement which will certainly pass
through
the ICC99 experience.

To the aggressive market globalization and to the even more violent
globalization imposed by the "New World Order", we have to oppose both
local and pan-european organized struggles. We feel sure that this is
the
goal of all antagonistic realities which organized Caravan 99 and which
now
see as a target the creation of a european coordination.

As Social Center "Il Molino", we thought that in general the main
discussion points during the meeting could be the ones listed below. Of
course this is only a proposal: any contribution on the list concerning
the
topics and the time deserved to them will be most welcomed.

To respect the general wish emerging in Koeln of having "parallel",
personal communications at ease, we thought to start the meetings at 2
PM,
so to leave the whole morning free.

July 8, Thursday (beginning at 2 PM)

1. Discussion on the political meaning of the Caravan and on the
selection
process in India.

- The Caravan attained its political goals?
- Communication/ relation with India and clarification on the criteria
and
motivations used during the selection process in India.
- Miscellaneous

2. Discussion about the organization

- What worked out and what did not.
- Economics
- Miscellaneous

JULY 9, FRIDAY (beginning at 2 PM)

The discussion will continue on the same topics as Thursday.

JULY 10, SATURDAY (Beginning at 2 PM)

Discussion about the creation of a European coordination network - here
we
propose some technical points:

- Creation of an antagonist, open server at European level (such as
www.ecn.org in Italy) where different antagonist realities can present
themselves and their work and everybody can write about local or
continental initiatives and state his/her opinions.

- Discussion on a possible reference office for the european
coordination
network.

- Importance of keeping personal contacts and some ideas on how to
finance
the required travels.

- Discussion on financing.

- Targets of the network
- Next initiatives
- Relations with PGA
