![]() DocumentiSPA Chairman, Nano, after the latest events: The easiest thing to the assassinators is to "kill" people's vote Under the current situation, by law, the electoral process ends at 21.00 hours and at 21.00 hours the people have to go home, because of the state of emergency. Thus, it is well understood what kind of structures will be in the road during this period of time, to do whatever they did on May 26, 1996, with the ballot boxes, with people's vote and with sovereign's will. There are the same structures which attacked few days ago the military hospital in Tirana, there are the same structures, which in a monstrous way are cheated and sent to combat against people in Cerrik, Elbasan, there are the same structures, with the daily bread of whom is speculated so much, by sending them in Gramsh, as well, or, in a paranoiac way, it is planned to send them again in South attacking the people of the area there. These kind of people, ordered to kill, can "kill" easily people's vote, after 21.00 hours, under the state of emergency. "Joint action" concept, being asked by Albanian political parties and Government to the International Community to guarantee a normal electoral process in Albania, is in correlation with the actual situation in the country or with any similar situations elsewhere. This concept used to intermingle, quite clearly, the state of emergency (either de facto or de jure, because the state in Albania, practically, is of the emergency) with the necessity of holding free and fair elections. Only through a strict control of home and foreign institutions, committed to resolve Albanian crisis through the electoral process, we can manage even under these conditions to guarantee the holding of the elections and having the final result according to the electorate's will. A social pact, which would profoundly have provided the internal and international guarantees for free and fair elections in Albania, should, by all means, include: the lift of the state of emergency, controlling and neutralizing of the doubtful structures, (the question is for SHIK (secret police) structures, which are out of Government's control, but, under President's control or under individuals, who control this structure under illegitimate presidential decrees, because of the non nomination of the head of the agency by the President of the Republic). The questions is, too, for the key points in the electoral administration; for the prefects and Municipality secretaries who should guarantee a normal process, starting with voters' lists compile up to the procedures of the elections date. Socialist Party, so far, is in a political campaign, mainly in guaranteeing and holding free and fair elections. Even this is an electoral campaign. Because of President's executive obstruct against the Reconciliation Government's executive, a lot of time has passed without solving some of the main issues, by making us seriously think that June 29, fixed explicitly to resolve the electoral process problems, is seriously compromised. Primer, Fino, after his meetings in Rome Let's hope for no more May 26, 1996 In an interview right after his meetings in Rome, the Albanian Prime Minister, Bashkim Fino, used to state: I think that it is a total, maximum commitment of the participating countries and institutions in this conference to assist Albania. I would like to thank, first of all, Italy, as the host of this conference, the other countries present in it, like USA, Japan, the European countries, which expressed their commitments to help Albania. Their assistance will not go only that far to the Government of the National Reconciliation, but even to the other one, which will follow my government. Concerning the problem of OSCE intensive elections monitoring, the Albanian Primer said that I have presented to OSCE office in Tirana the 10 main points of their involvement in the elections and the Albanian's Government part in them, as well. And I think that I have received a positive answer from OSCE, which will commit it in preparing abroad ballot boxes, ballots, electoral protocols etc. On the other side, the political parties' demand, which is the demand of the Government, as well, is of having a more intensive monitoring process of the elections from their side. Thus, the representatives of these international organisms should be present in constituencies, especially, in the urban area, where the most part of the Albanian population live. And, within this frame, Vranitzky, Dini, and all the other top leaders, appealed to all the European countries to be present in the Albanian June 29-th elections with as many as possible observers. I am of the opinion that their commitment is more total this time and I hope that there will be no more May 26, 1996, in the Albanian history. Berisha's guard troops "seduce" Tirana military hospital On May 25-th, at 10.30 hours, a.m. about 30 armed civilians in two official cars and two other military ones, have forcefully entered in Tirana military hospital, by terrorizing people there, being them doctors, nurses, patients or their visitors. They used to shoot for minutes in succession, screamed, beat, break hospital offices, asked for surgery specialists to be in front of them, disarmed the guard units of the hospital and severely injured the deputy director of the hospital, Gezim Huqi. All this unprecedented event took place for some 90 minutes. The terrorized hand of the latest recruits of Berisha's guard troops was inhale by the commander of this institution and DP parliamentarian, Ali Spahia. The pretext of this massacre scene was the death, one day ago, of one of the members of the guard troops in this hospital, "because of the lack of doctors' care", as the guardist used to claim, injured for death in Cerrik town three days ago. A hard event with unforeseeable consequences, was the conclusion of the immediate meeting of the Government of the National Reconciliation on this issue. After the Government heard the report of the Guard Troop commander on the event, the Primer, Fino, asked him on behalf of his institution, to publically condemn such an unprecedented event. While the ministers of the National Reconciliation Government considered this event as very dangerous and not in the honour of this institution. The Council of Ministers asked to raise a penal charge and punish the organisers of this hard and shameful incident and very dangerous to the Albanian democracy. Taking into consideration Government's demand, the military persecutor organ and that of the capital opened a penal process against the responsible persons. As one of the member of the investigating group confessed "the investigation on this event have already started". The background of the charge will be the event, itself, and the confess of the commander of the Guard Troops that the civilians, playing characters of this shameful event, were parts of the structure he is commanding. But, will the investigations be successful, will they lead the case to the court? This is a difficult question to be answered under the state of emergency, where Berisha's Guard Troops play one of the main roles. |
