SPA Chairman, Nano, in a visit to Italy

With an invitation of the Italian SDP, a top delegation of Socialist Party, headed by its chairman, Fatos Nano, left for Rome. In this visit, Nano is accompanied by SPA Secretary of Foreign Relations, Maqo Lakrori.
In its visit to Italy, SPA delegation will meet and have negotiations with the host homologies and high personalities of the Italian Government and other Italian political parties.

President's will lacks on the pyramid transparency

Q: What is the Reconciliation Government commitment and, especially, that of the Ministry of Finances, in money return to the people, who lost them in the pyramid schemes?

A: The Government of the National Reconciliation was not supported politically to realise the transparency on the pyramid schemes, because appropriate laws had not passed by the Albanian parliament. It was this parliament which deformed the draft we compiled in cooperation with the World Bank. At the same time, President's will to create legal frames to start with the problem of transparency has lacked. Everything is filed and I will make them public sometimes in the future.

Q: Actually, the Ministry of Finances does not have the possibilities to exercise control or to look for the lost money?

A: I would like to underline the idea that there is a proportional correlation in this respect. More the President speaks about the transparency to be carried out by Socialist Party, much more are his obstructing actions to prevent this transparency. And it was no need on the part of WB and IMF to come in Tirana and convince President Berisha on the necessity of the legal acts he already has on the table and for the immediate start of the work on the transparency of the pyramid schemes.

Q: It seems that there is a duel fight between you and President Berisha on this issue. You said that it is him who obstructs money return. Why should he be so obstructing, at a time that each politician would have made use of such a possibility to get some more points in the electoral campaign?

A: To promise the return of the money, first of all, you should know the possibilities in this respect. Here rests the difference between us: Berisha tries to make policy with the transparency, while me, try to do my job professionally. I will not play Berisha's game with the transparency.

Q: Which might be the concrete solution on this issue? The people want to know how they are going to take back their credits from the renting companies, which are still in operation or seems to be operating?

A: The Government of the National Reconciliation has decided to appoint state administrators in the companies, thus, to control the real situation of these companies, to calculate all their assets, to create possibility in finding out where the money of the creditors have ended, and after a complete observation on the financial situation, to precise the possibilities of the money return, which may be possibly compensated by the assets of the renting companies. Regarding the other uncompensated part, we are in concrete negotiations with international organisms for getting crediting possibilities, under facilitate conditions, to support part of the losses, by encharging ourselves with other responsibilities like social assistance coverage for the unemployed, to providing shelter to the unsheltered and, further more, to support financially the Albanian businessmen to start their investment in the future.
