![]() DocumentiNano meets Lamberto Dini During his visit in Italy, SPA chairman, Fatos Nano, was received by the Italian Foreign Minister, Lamberto Dini. The main topics of discussion between Nano and Dini were the parliamentary elections and the further on developments in Albania. It was talked as well in the meeting about the guarantee of the conditions for free and honest elections, as the crucial step in overcoming the actual crisis and future country's construction. A parliament and a government coming out from the free, honest and non contested elections, would be the background of the materialisation of the international contribution for the construction of the democratic institutions of the state of justice and for the normality, and later on, for the rapid economic and financial development of Albania. Within this process, the overall friendly relations between Albania and Italy and, between Albanian people and the Italian one, should be extended and send forward. From SPA - SDPI negotiations Between the delegation of Socialist Party of Albania and the top leaders of the Italian Socialdemocratic Party were held fruitful talks. SPA chairman, Fatos Nano, and the Secretary of Foreign Relations of SPA, Maqo Lakrori, had cordial negotiations with the General Coordinator of SDP, Umberto Ranieri. The main topic under discussions was the Albanian crisis, its resolve through free and honest elections and preparing the conditions for the construction of Albania with a developed democracy and economy. The top Italian SDP leaders appreciated SPA political stands, as a responsible democratic force on country's fate, capable and with the prestige in increase, even in the international arena. SPA leaders and those of SDPI talked about the further extension and deepening of the relations between the two parties. Present in the meeting, on the Italian side, were as well, Roberto Quillo, Nicola Zingaretti and Magnolini. Other political contacts In the course of the two days visit in Rome, SPA delegation went on its meetings and negotiations with the other Italian political forces and parliamentarians. SPA chairman, Fatos Nano, and the party Secretary of Foreign Relations, Maqo Lakrori, met the leaders encharged of foreign relations of Italian Popular Party, Senator, Aldo de Mateo. The negotiations between the two parts were characterised by a friendly and cordial spirit. They were concentrated, mainly, on the issue of the coming elections in Albania. Foreign Secretary of SPA, Maqo Lakrori, held also negotiations with the deputy General Secretary of Central Christian Democratic Party, Follini, and with the International Secretary of "Rifondacione Comunista", Ramon Mantovani. At the end of the two days visit, SPA delegation returned to Albania.
In an exclusive interview to the daily Socialist Party paper, "Zeri i Popullit", the Albanian Prime Minister, Bashkim Fino, among other things, states: "We, as the Government of the National Reconciliation will realise the final goal, with which we have encharged ourselves, the holding of free and honest elections on June 29", responded to the first question Mr. Fino. "By this we do not understand a hundred percent free and democratic elections, as in other democratic countries", went on Mr. Fino. "This has been one of the main reasons that in the numerous contacts we have ever had with OSCE envoy, Mr. Vranitzky, and with the Albanian political parties, we have demanded the foreign factor to assist us in preparing the logistic infrastructure". Or, the other fact. that of the representatives of the multinational military forces, who will guard the foreign observers during elections, indirectly, they will have the possibility to guard, as well, the polling stations. All these things and the Albanian Government stronger commitment in this respect, will guarantee as much as possible free and democratic elections. "I have to underline, as well, the idea", pointed out Mr. Fino, "that the political parties, participating in the elections, should realise, by all, means a social pact, which should create the conditions for a normal campaign, of not speaking ill against each other, but, by presenting to their electorate, instead, their own alternatives, to which the people are very much interested". The elections have to take place within June, thus on June 29. "This has been confessed by all the Albanian political forces and by the international opinion", said Mr. Fino. "Each postponed day, beyond this limit, I should consider as a black day in the Albanian history, if we will refer here to the macroeconomic indicators, to the total damages, to the ruined institutions, which should be reconstructed from the very beginning etc. Thus, the elections are a necessity". "The Government of the National Reconciliation does not work in normal conditions, if we will bare in mind the problems and circumstances this government was founded, if we will bare in mind signature duplication in most of the ministries, where sometimes is almost impossible to come into a decision, or, when, even the Primer, sending a request or an official note to the President, should expect the signature of the Secretary General of the Council of Ministers". Being asked about plying Berisha's game, the Albanian Primer of the Government of the National Reconciliation, said that "I do not want to be involved into discussions or opinions of different journals or of political leaders. I have nothing in common with Berisha. There are a lot of difference between us, not only in mentalities, in the academic background, but even in the political parties we represent, as well". "The loyalty and the equilibriums I try to keep, should not be concepted by these leaders as a game on the one's favour or the other, because my intention is the untense of the situation. I am for the abandoning the fire positions and for handing over the hatred weapons, to replace them with dialogue, mutual understanding and problems' solution, according to the Main Constitutional Dispositions and laws on power. Any other controversial opinion, should not serve to the Reconciliation Government, to which I am the Prime Minister". |
