SPA Chairman, Fatos Nano's speech, in the Primer's meeting with 10 political parties
We will be present only in free and democratic elections
It is quite clear that we are not fully convinced and prepared to join an electoral process, which does not ensure us equal participation into free and fair elections. As a consequence, the stands in this round table should be, more than ever, fundamental and later on, we can request our structures to provide us with the political certificate for our respective fundamental principal stands.
There are some two months now that there have been laid down, in front of us, some alternatives, which are related with the country's prospects, with the fates of the normal institutions' construction, opening the way to the democratic processes and putting Albania into a civilised development road.
I will lay down these alternatives into a synthetic way.
Between the alternatives: of resolving with violence the political, economic and social crisis process in Albania than resolving it into an institutional, peaceful and democratic way, doubtless, everyone is for the democratic and institutional solution. This is my view, as well.
Between the alternatives: of, so far, burnt down, consumed, because being proved several times, of whatever elections, with polite and correct certificates, but, which do not resolve the institutional crisis and, the number one democratic institution violated in Albania, are the elections, and, on this basis, there are deformed, as well, all the inter-institutional relations or free and fair elections, for sure, all of us here, are for free and fair elections, which are not guaranteed so far.
Between the alternatives: of a puppet government, regarding free and fair elections or of a Government of the National Reconciliation, which ensures, through the consensus of all, the everyone's participation, no one's contest and the real support of all the political subjects, which are partners and on equal basis here, I reconfess here my support for the second concept.
Thus, between a puppet government and the Government of the National Reconciliation, we can confirm that we are in need of an efficient Government of the National Reconciliation, with a reputation and a real executive power, being rightly positioned regarding the President and Parliament's relations, being respected by them. Respect has not lacked to these institutions even by this round table and, for a consequence, we are of a great need of this government, which, in an authoritative way, as the executive power of this country, should conduct free and fair elections, instead of staying aside, "smiling" to the foreign partners or to this round table, with a tricky electoral process.
Between the alternatives: of dictate, which is still present in the Albanian political arena (and the last scene is the latest parliamentary session, the pass of this law, the dissolve of the parliament and the start of the campaign without resolving anything) and dialogue, real cooperation between institutions, parties, which would mean dialogue, co-existence, all Albanians integration in these process, for sure, we have to support this last one. But, through this lame solution, under the conflict situation, under this refraining attitude, the dismantle of the political process is not yet achieved. Despite of what we will decide here, being it fictive or fundamental, by joining elections or not, the Albanians, under the conditions they are and we are presenting here, will not take part in these elections and the crisis will remain here, where it is.
Between the alternatives: of having elections run by the Albanians, by this Government and all the other organisms included in this process, acknowledged by the Constitution, cooperating or not with international organisms, for sure, we are for the resolve of this problem by intensively, really and effectively cooperating with the international organisms, but not as previously. I would like to open a parenthesis here, Mr. Prime Minister, if you, the Government of the National Reconciliation, have profoundly jumped into a conclusion and have fixed a clear idea that how many, when and under what modalities the honoured international organisms, as OSCE, European Council, European Union and other governments or parliamentarians, involved in the Albanian crisis resolve, will monitor, observe, manage and test the free and fair electoral process in Albania?
To me, as the representative of the Socialist Party in this round table, is not clear yet. I do realize that we share the main responsibility of not coming to resolve the legislative, political and administrative process, which would have led us to free and fair elections, which is, at the same time, an obstacle to our international partners to jump into a conclusion on this issue.
From all the international contacts I have already had, like any of you, the platform, the idea, their extensions are clear, but, when and under what modalities, nobody is telling us. All of us have made our utmost to obstruct the international factor, by not coming into a consensus, without letting them provide us with serene responses, because, first of all, it is in need to open the way to the finances for the start of the elections logistics and putting them into operation. And there is no time to loose as far as a contact group is concerned, with an international authority, which should referee and urge the partners of this table to come into the missing decisions. It should urgently be present among us, not on the basis of a mid-way-mission, because of our fault, forced to restart from the very first point.
I am coming now to the alternative of a great concern to all of us: shall we provide a temporary solution or a definitive one to the crisis? The response, for sure, is closely related to the free and fair elections and not to whatever elections. We have gone, so far, through whatever elections and we are in the same boat of crisis now.
If whatever elections will take place on June 29-th, under disfavouring legislative and political conditions, the crisis will take roots among us. That's why, between this alternative and the definitive solution, I would have urgently asked, by taking into consideration of the suggestions, coming, within today, into a profound compromise on the legislative infrastructure and other aspects, which help process dismentalling, including here the immediate international factor presence, by providing, like this, a definitive solution to this crisis.
And lastly, all this leads us to a big question: boycott or participate, ousting or integration?
I am fully convinced that behind you, like us, despite of your personal stands, are the Albanians. Despite of having a well organised political structures or not, any of you, like us, are a political factor in Albania, by leading this or that electorate. By keeping personal attitudes, means, that not all the Albanians can behave in the same way, because all of them are plunged into the crisis, which is swallowing their bones now, no fats any more, because there is no flash remained, so far, too.
From this point view, I would request to my party, in conformity with the results of this round table, if the predisposition and the political will exist to DP and Berisha to come to the consensus point, with the participation of all and with no one contest, for the resolve of the problems which split us, as far as the free and fair elections are concerned, to present its maturity, within a short period of time, in confessing if it will join a tricky electoral process or it will seek, within the optic of the crisis definitive solution, the joining of only a free, fair and normal electoral process.
Conclusively, I confirm here our political position by supporting this Government, not a puppet one, by supporting March 9-th accord, being it unblocked, by supporting May 9-th agreement, but asking its materialisation today and by supporting the very fundamental documents, signed by the 9 parties of consensus of this round table. I invite the democrats, as well, to avoid putting this country into an whatever electoral process.
