Berisha threatens the future of Albania
Socialist Party Statement
Through the Albanian state television, the public opnion got acquanted with a complete irresponsible, hostile and adventuring declaration of President Sali Berisha. By feeling the unavoidable loss and the victory of the democratic and central left in the elections of June 29, 1997, President Berisha publically threatened democracy, Albanian strabitily and its future, by confessing, in front of his escort, in the electoral rallies he is holding, that:
"Believe me, I will freeze their (socialists') smile on their lip" and "they will not enjoy their mandate".
This irresponsible declaration reveals to all the Albanians the last blood-shed script of Berisha, to blow up anything constructed during this period of time, for the run of June 29-th elections by the political parties and assisted by the democratic European countries and USA.
Berisha, with his own structures of his Presidential guard, in cooperation with the Interior Minister, Celo, and the leader of Demnocratic Party electoral campaign, Hajdari, with the mercenaries of Shehu and Mulosmani, are preparing a Bartholomeu's night. Berisha reveals the script of the criminal acts, at a time that in Rome was signed by the political parties and Democratic Party, itseld, the Social Pact, at a time that the political parties are working intensively for the national reconciliation and for the normal run of the parliamentary elections and a post-electoral co-governing.
By being, once again, into a complete panic, Sali Berisha warns and threatens to surpress anything by violence. But, Sali Berisha, in his post of the President, is responsible for the lives of 2.000 innocent people, for the injuries of thousand of others, for the misery prevailing in the country, for the burning and demages allover Albania and for the great national split.
With this irresponsible and anti Albanian decalaration, Berisha confirms his sustainable stand to contest the election results, to keep through blood and violence his incriminated and corrupted state. This might be only a personal crisis.
Socialist Party of Albania denounces with determination and indignation this irresponsible statement of Berisha. On this occasion, SPA appeals to him to retreat this kind of decalaration and invites the Democratic Party and the real democrats to be immediately distanced from it, otherwise they will be considered as co-guildors. SPA apeals, as well, to the honest members and sympathizers of DP to strongly react against this shameful statment.
SPA appeals to the Albanian people not to be frightned because of these decalarations, but, at the same time, not to be indefferent, by strongly protesting allover Albania to stop, by all means, Berisha's script for blooding more Albania.
SPA requires from the Diplomatic Corp accredited in Tirana, from the international mechanisms, from the OSCE representatives, from the EU countries and USA Government, to assist the Albanian people and to contribute in stoping, by all means, Berisha's irresponsible atcs for the further Albanian instability.
History will severely blame Berisha

Among other things, the chairman of Socialist Party, Fatos Nano, addressed to the electorate:
Albania is faced with a very difficult contraduction to resolve. The people set up against dictatorship. The dictaroship is kowtowed in front of the people's revolt and it is trying hard to survive. It does not agree with the envisaged failure in these elections, that's why it falls into tragic adventures. It has caused the greatest blood-shed in Europe, after the Second World War. On behalf of Socialist Party, we dtermindly denounce the extrem escalation of the tensioning of the situation and I appeal to its adventuring strategue to stop it by all means. His responsibility to this people is so great. The mothers in blacks can not forget their sons and doughters, their husbands killed by dictator's bloody hand.
SPA has processed a new policy vision of governing the country, Albania is so much in need. We, the Albanian socialists, have appealed constantly to put an end to the strategy of terror and tension and we have asked to settle a constructive dialogue between position and opposition and a free competetion of the political alternatives. Even before the elections of May 26 we have asked to settle a social pact. While, Berisha's response was the extension of terror and violence, the organisation of the electoral coup d'etat, the steal of the free vote and blooding Tirana's people and that of the whole Albania.
We, the Albanian socialists, are determined to walk up in the road of unity of all the Albanians, to avoid their split into friends and enemies, to walk up in the road of country's stability of the situation and the re-raising of the democratic institutions.
Our concept is to govern with a new government and with new political mentalities, free from neo-communism, authoritarism, a government with e vast social basis, according to the results of voting and of the real influence the political parties have in the electorate.
With your free and democratic vote, I am assured that you will pave the way to the implemention of the new policy, so much in need to Albania. I invite you all to massively participate in the elections and to cast your vote for the candidates of Socialist Party and for the republican form of governing.
Presidency unconstitutionally attaks the Government
Berisha blocks pyramid schemes transparancy with a decree
President Berisha decreed in the evening of the Monday a group of articles, related to the transparancy of the renting companies. Presidential press office stated on Monady that the President had met the demands of IMF and World Bank. Presidency officials said that Berisha decreed the draft of the Government of National Reconciliation and send it to the Primer to sign it.
But, the truth is not like this. Council of Minister's sources said that President Berisha has made changes to the Government's draft days ago. They said that the President has not changed the second paragraph of Article 7. Thus, Berisha has changed from the draft only the Article 3. This Article has to do with the lift of the responsibility of the Finance Minister in controlling the renting companies, which are under investigation. The sources of the Council of Ministers say that President's decree on the trasnparancy on the pyramid schemes is symply an attack against the Reconciliation Government.
Thus, the President, requested by IMF and WB to sign the decree presented by the Government, sabotaged it once and for all. In the mean time, the Government of Fino is determined to respect Albania's constitutional laws, in realising, by all means, the transparancy of the renting companies.
