Let's save Albania from dictatorship's grip
SPA leader, Fatos Nano's speech in Mallakastra
In the enthusiastic rally of Socialist Party in Mallakastra, the leader of SPA, Fatos Nano addressed the participants with these words:
There are few days left already for the decisive step of the future of Albania. With this wise and insured step in the favour of democracy and freedom of Albania, it is opened up the road to the great expectations. Your decisive vote, against the dictatorship, against the causers of this tragedy and the great blood-shed, which has seriously threaten the existence of our people and nation, is very much in need and vital, it is a great responsibility of our times.
Those who cooked up this catastrophe did not want to proclaim earlier elections and through a ridiculous megalomania used to mention the next elections in the year 2000. There were the revolted and furious people, the stolen and grabbed people, very much encroached in the spirit of their lives, who exploded into an over popular revolt and kowtowed the inhuman dictator. He still continue to threaten and hale the holding of the free and fair elections, saying that he will not contest the voting results, by compiling bloody scripts to kill during the night, under the only goal to keep his political power, to escape the responsibility in front of the Albanian people, from North to South, because he cheated them, robbed them, split them, blooded them and killed their expectations.
But, the failure is complete and ever lasting. The people kowtowed him and will remove him from the political stage with their free vote in the elections of June 29-th.
We, the socialists, have stated for following up a new policy, as an anti dictatorial alternative, as a new way of governing, build up on democratic principals, mentalities and methods. We will work hard to re-construct the democratic institutions, in order to make them operate normally, based on law and constitution, to enjoying, like this, the citizens' respect.
We will construct an effective administration, capable, on professional criteria. We will carry out an anti-crisis program to control inflation, the debt and the high budget deficit, to come to the macroeconomic stability and to insure the economic growth.
We will build up a sustainable market economy, where everyone, with his free contribution, with his legitimate property, will prosperous his family and the country, as well.
We will work hard to cope with the new political isolation of Albania, through a policy, which puts the Albanians and national interests above all, through a realistic policy of the good neighbourhood and reciprocal cooperation with the Balkan and European countries and with USA, with international economic, political and financial organisms etc.
At the end of his speech, Mr. Nano invited the electorate of Mallakastra to vote for the candidates of Socialist Party and its alternative and for the republican form of governing.

We will change the present, guarantee the future
The Albanians will join the earlier parliamentary elections hoping that through them will start the overpass of the emergency situation, the normality of the democratic processes and the country's economic and social life, by putting the country into the over all development and sustainable road. SPA program offers the possibilities and the ways for the realisation of this great expectation.
Our country should and could find its pertaining place in the civilised World. With their free vote, the people will revive Albania.

1. THERE IS NO DEMOCRACY WITHOUT ITS INSTITUTIONS
Parliamentary or presidential Republic?
The socialists are for the parliamentary republic. The President of the republic should realistically insure nation's unity. He should be equal responsible for all the Albanians, despite of their political views.
The new Constitution, a guarantee for the state of justice.
The compile and the approval of the new Constitution would be one of our fundamental commitments. That will be the legislative and political guarantee of the pluralistic democracy. The new Constitution will guarantee the real split and independence of the legislative, executive and juridical powers.
A state by its citizens:
We are for a responsible state administration, facing, like this, the people's mandate, a political power for the citizens and not above the citizens. We are for a government controlled by the parliament and not above the parliament.
Our concept for the local administration:
We will provide the local administration with
- local autonomy,
- local property and budget,
- full competencies and responsibility to carry out decisions, which will come out from the local decision-making organs.
An independent juridical system:
SP promises to really establish the legal state. All the citizens, all the physical and juridical subjects should be equal in front of law. NO to the political power over the courts of all levels. NO to the briberies in the legal system. NO pressures against the people of justice. NO to the only one appeal court, but three Appeal courts all over Albania.
A modern and non corruptive administration:
An honest state administration and professionally qualified, as well. NO to the political apartheid in the state administration. NO to the corruption and briberies. YES to the full transparency in the executive organs' activity.
2. THE SOCIETY SOCIALISTS AIM
Not only to approve human rights freedom, but to implement them:
- We, the Albanian socialists, are determined to say: NO to the attacks against press. NO to journalists' detention. NO to police violence against the citizens. NO to the violated dignity of the prisoners. NO to the criminality tolerance and to different illegal traffics. NO to the hostile treatment of the opponents. NO to the political persecution.
-We, determinedly, are for saying: YES to the real national reconciliation. YES to the freedom of expression of opinions. YES to the human dignity respect. YES to the citizens unencroach physical treatment. YES to the affirmation of the women's personality. YES to the equal right of being informed. YES to the legitimate rights of the minorities. YES to the Albanians' refugee and immigrants' rights. YES to freedom.
