All the Albanians should feel victorious
SPA statement
The Albanian Socialist Party estimates that the electoral campaign and the electoral process were held in a normal and peaceful way all over Albania's territory. This was the preliminary conclusion of the mission and all the missions, which represent the international organisms, present not only in the preparatory work of June 29-th elections, but in their intensive observation and monitoring.
In the first meetings with Troika representatives and with the ex Austrian Chancellor, Vranitzky, DP representatives confessed that they recognize the elections' results, considered as normal by them. President Berisha, as well, by recognizing DP's loss in these elections, appealed to its militants to peaceful realise their transition into the opposition.
Socialist Party, by expressing its estimation on the run of the elections, appealed to all the Albanians to feel themselves all victorious, because a new page, that of the reconstruction of the democratic institutions and of the position and opposition cooperation, of governing the country on the basis of the philosophy of mutual understanding, reconciliation and cohabitation, will be opened on the occasion of the massive plebiscite Albania's declaration on the June 29-th, 1997, elections.
Unfortunately, right after the confess of DP leadership on the elections' results and Mr. Vranitzky's conviction on the fact that all the Albanian political forces and Albanian people accepted the normality and the peaceful electoral process, left the country old illegally political segments within Democratic Party and its irresponsible politicians are trying to return once again to the old tactics of boycott and elections' contest. Through the Central Electoral Commission contest, these segments, presumable, under Berisha's instigation, too, who has stated that he is going to keep his promise, are aiming to block the publication of the final official results and the holding of the second round of the elections. Incapable to block the holding of June 29-th elections, these segments, under the philosophy of "freezing people's smile in their face", are trying hard, as they are leaving the country, to contest the elections results in the areas where the massive unrest were more powerful and, especially, in those areas, in which the main leaders of SPA and of the progressive opposition have candidated and won convincingly.
On this occasion, SPA appeals to the Central Electoral Commission, that under the satisfied responsibility it has already worked during the preparatory period and the run of the elections, should work even now under a maximum commitment and professional dignity to process and make public the final results of the elections, within the deadline fixed by law. By making public the final results within the fixed deadline, would put an end to any kind of intention of compromising and contesting the elections and would create the necessary spaces to OSCE mission to make things ready for the second round of the elections.
SPA appeals, as well to the responsible leaders of DP to control the situation within their own party in order to be distanced from the irresponsible actions of their segments, which not only imposed the Albanian chaos, but, which still aim to keep the country cornered through the old policies and out of date politicians, through their return, as well, to the philosophy of confrontation and split up. SPA points out that the recognition of the free and fair elections of June 29-th, meets the demands not only of the political forces accords, in the presence of the international representatives, but demonstrates even a political serosity of the yesterday opposition forces to take in its hands country's fates.
SPA is determined to keep the promises on creating a cooperation, cohabitation and mutual understanding climate and atmosphere between all the political forces and the Albanians, who voted in the favour of different political forces and, especially, between position and opposition.
SPA leader, Nano, meets Vranitzky, Lalymier and other foreign personalities
The day before yesterday, SPA chairman, Fatos Nano, General Secretary of SPA, Mejdani and the Secretary of Foreign Relations, Lakrori, met the special envoy of OSCE, Mr. Vranitzly. Present in the meeting were the special OSCE coordinator, Miss. Lalymier, the head of the CE Parliamentary Delegation, Mr. Johnston and other representatives of OSCE, EP and CE, present in Albania for the general elections.
Mr. Nano thanked Mr. Vrantizky for his contribution in the resolve of the Albanian crisis and on OSCE, EP and CE assistance for the preparatory period and the run of June 29-th elections.
Nano mentioned SPA commitment on the good administration of the mandate the Albanian people offered to them, who, through their vote, expressed their will for changes, for once and forever split with any totalitarian practices, for the reconstruction of the democratic institutions, for making the country with Constitution, for a governance with a wide political base, on the benefit of all the Albanians and putting the country into the sustainable economic development.
In the course of the meeting were exchanged concrete opinions on the further cooperative steps, including the idea of creating a joined working group, with the participation of the Albanian representatives, to fix the further representations and concrete steps of the International Community assistance for Albania.
In the same day, SPA chairman and other leaders of SPA, paid a visit to the Italian Embassy. After Mr. Nano wished successes to the new Italian Ambassador in Tirana, Mr. Spatafora, both sides held cordial and friendly talks on the further concrete steps for the post electoral period in Albania and for the further extension of the cooperation between the two countries and people.
SPA chairman and the other leaders of SPA held a negotiating session on Monday with the Parliamentary delegation of the Council of Europe, headed by Sir, Russell Johnston.
Responding to CE parliamentary delegation's interest on the future policy of SPA, socialist leaders presented to them SPA concept to govern the country by respecting people's will and their free vote of june 29-th elections, by respecting, like this, the opposition and each individual, within the frame of the reconciliation spirit, of calming down of the situation and assuring peace and security for everybody.
Present in this meeting were, as well the representatives of democratic Party, like Genc Pollo and Ali Spahia. Talking on behalf of DP, Genc Pollo recognised June 29-th elections results and expressed DP's commitment for realising a loyal and constructive opposition.
British Foreign Office:
Greets the elections in Albania
Into a statement of the British Foreign Office on the general elections in Albania, it is stated that:
"We welcome the OSCE description on the first round of the elections as "adequate and acceptable" and within an atmosphere of a relative peace and high turnout".
Working session in IMF Mission
Representatives of the Economic Department in the Albanian Socialist Party, headed by the chief of this Department, Ylli Bufi, met in the residence of IMF Mission in Tirana, Mr. King, the permanent representative of this mission.
Both sides talked about the main moments of the economic governing draft program and about the future government cooperation with IMF and with other financial international institutions.
