Meet the conditions on free and fair elections
"Balli Kombetar" Party, Socialdemocratic Party, Republican Party, Democratic Alliance Party, Socialist Party, Democratic Movement Party, Human Rights Union Party and the Wright Wing Democratic Party, being interested and devoted to free and equal elections, as the main precondition of which, is their holding under the conduct of the Government of the National Reconciliation in cooperation with the international organisms, regard of a priority the solution of the below mentioned problems:
1. The Council of Ministers should undertake the legal initiative to approve amendments, attaching to the demand of the electoral law.
Based on laws on power, their approval can be realised through a presidential decree or by calling a special session of the People's Assembly, under the request of the Council of Ministers.
2. In conformity with the laws on power, the Prime Minister should take under his control SHIK (secret police) organisms and should immediately appoint its top administrators.
3. It should carry out the formula, suggested by CE Parliamentary Assembly delegation and OSCE mission, referring to point 5 of May 9-th, 1997, political contract, to set up the Radio - Television Leading Council, similar to that of the Reconciliation Government.
The Council of Ministers should concretely suggest in decreeing the Leading Council of RTV.
4. Suitable changes have to take place in the local administration structures, regarding prefects, secretaries etc., to guarantee their impartiality in the electoral process.
5. It should realize the necessary legal procedures in lifting the state of emergency.
6. The Council of Ministers should take the necessary measures in recording the population and finding out the way of the voters' identify by equipping them with the respective documents, in cooperation with OSCE.
7. The Council of Ministers should compile a contract on the Reconciliation Government's cooperation with the top international representative organism on the last ones' participation, observation and the guarantees they will provide on having free, fair and equal elections, in all the stages of their run.
8. The Council of Ministers should undertake further steps to profoundly realize the mandate extension of the military multinational forces, as far as free and fair elections are concerned.
New top secret documents enlight terroristic plans
Recruits to fight in South
New shocking facts are enlightening, day by day, the criminal plans on suppressing by force the South unrest of the first days of March by police and SHIK (secret police) forces, led by Berisha.
A top secret document was published these days by "Universal" paper, which reveals the massive recruit, in the first days of March, of the Democratic Party's militants, when the repressive plan against South unrest was starting to take place.
The published document refers to March the 7-th, 1997, and carries the seal of Postribe Commune of Shkodra district. According to it, 21 persons "had expressed their will" to be recruited in police and SHIK forces, voluntarily.
The upper mentioned document, found and becoming public, tells about the orientation of the political power center in Tirana to all the party's and local administration's structures to recruit the faithful militants of the party and state and use them, afterwards, against the other parts of the country.
The list of 21 youngsters refers to a sole commune. Through a simple calculation, if we are going to count all the North communes, which used to be under the same orientations, their number goes to thousands.
Obstructing transparency, commits a double mistake
The Albanian Finance Minister in an interview to "Zeri i Popullit" Newspaper
In his interview to the daily paper of the Socialist Party, among other things, the Minister of Finances, Malaj, opposes any allegations addressed to him by the President of the Republic, in his electoral campaign on behalf of Democratic Party, or by some of the presidents of the renting companies, by stating:
I can only make a full transparency on legal basis. I will not agree to carry out a superficial transparency, because it may lead to manipulations. No transparency can take place by fixing, beforehand, a time limit of 21 days, deadline, which astonished the international organisms, as well.
Regarding the issue of disinforming WB and IMF by me, I have to confess here that they are making public now their long time a go attitudes, when they used to express their concern on the existence and the activities of these renting companies. Like this, their concerns belong to a previous time, prior of my appointment as a Minister of Finances.
When the ex Minister of Finances, Bode, used to speak up about the transparency of these renting companies, he was called as a fool. When I speak up on the same issue, I am considered as a thief. How should the post finance ministers be described by the renting companies when they will touch the same issue?
By allegating that they have the money in banks, the representatives of the renting companies are providing to the people another big lie. I bag to Mr. Alimucaj, to Mr. Shehaj to address to the state TV and confess, in front of the directors of the state banks, how much money do they have in their bank accounts and the directors of the respective institutions will positively or negatively, officially confirm it within ten seconds. This is the shortest way of transparency, as far as their deposits are concerned. As anywhere else, even in Albania we have to refer to a legal condition of the banking system that the deposits are made public under the request of the depositor. Then, the other moment is that of their obligations to the creditors. But, a response, which used to come from "Vefa Holding" after this public invitation of mine, was that "we are going to consider your invitation". It is a fact that they do not wish to make public their bank accounts. And they abuse when they say that their moneys are in the banks and the banks do not give them back.
USD 20m in Montenegro so far
Only the name has remained to the Albanian industry. Its material base is flowing now to Montenegro. All this national property, the product of the efforts of some generations, now is leaving Albania. The value of the scrap traffic in Montenegro is alarming. Montenegro specialists calculate that the value of the equipment of only one sector of the Albanian economy, of the electroenergetics, flowing to their country, is USD 20 million. What about the scrap traffic from the other parts of the economy.
At a time that the Albanians of Montenegro are raising their voice against national property grabbing, the head of the Albanian state, Berisha, has raised his electoral podium, asking for another governing term of his party!?
