Clinton - Fino, together in Madrid

The American President, Clinton, invites the Albanian Primer, Fino, into a reception hold by him

The Albanian Prime Minister, Fino, will meet the American President, Bill Clinton.

The USA woman Ambassador In Albania, Mariza Lino, handed over, few days ago, to the Albanian Prime Minister, Bashkim Fino, the invitation of the American President, Bill Clinton, to meet together in Madrid. Only few hours before arrival of the American President's invitation, it had reached the residence of the Albanian Government another message from USA, from the American State Secretary, Madalen Albright.

Only steps forward in the relations between the Government of the National Reconciliation, headed by Bashkim Fino, and the United States of America. Right after one month's ago visit of the Albanian Primer, Fino, in Washington, where he met, for the first time, the American State Secretary, Mrs. Albright, another meeting, of a higher level, with the American President, marks the culminating point in the graphic of these relations.

In the letter of the invitation to Mr. Fino, more or less, it was written that, it will be of great importance to the European history the NATO summit of Madrid. It will be an important step in the Alliance attempts to redimension and progress its partnership relations.

The American President, who will attend the Summit, expresses his kind request to invite, the head of the Albanian delegation, right after the reception under the care of Euro-Atlantic Partnership Council, into another reception hold by him, on July 9-th, in the ISE-MA Center.

"I am looking forward to take part in the Summit and to exchange opinions with the representatives of your country in the formal Summit activities and in my reception", ended the invitation of the American President addressed to the Albanian Prime Minister, who will lead the Albanian delegation in Madrid NATO Summit.

On his part, the Albanian Prime Minister, Fino, expressed his great pleasure for the invitation and highly estimated Madrid Summit.

"It is a very important Summit and a meeting of the same proportion. It is a great pleasure to meet in Madrid the "number one" of the World, Mr. Clinton, stated the Albanian Prime Minister, Bashkim Fino, after he received the letter of invitation from the American President, Bill Clinton. It is a great pleasure, too, because I will meet and exchange opinions with the President of the biggest World democracy for the future of Albania.

This is a great event for Albania and a very good sign for its future. I will be introduced and I will negotiate as an Albanian, as the Prime Minister of the National Reconciliation Government, thus, as a Prime Minister of all the Albanians.

The Government I head, since its very foundation, has established excellent relations with the United States of America. My first visit in Washington, the meeting with the American Secretary of State, Mrs. Albright, the visit in Tirana of the Under Secretary of State for Democracy, John Schattuck, the permanent correspondence with the American State Department and this coming meeting in Madrid, of special importance for Albania after the elections, just prove this.

I express the determination to continue this tendency of relations between Albania and United States of America", ended his estimation the Albanian Primer, Fino, on the coming meeting with the American President, Bill Clinton, in Madrid.

After the previous Autumn freeze in the relations between the two countries, everything has changed nowadays. The Albanian Primer said that it has been his Government which has undertaken such positive steps and is sending forward, in upper levels, these relations. He pointed out that the progress of these relations will be on the benefit of Albania and its revival after the parliamentary elections.

It seems that everything, starting from the first Sunday after June 29, 1997, is moving for better for the Albanians, who have won the support of the West in their democratic attempts to re-construct the country based on democratic principals and those of the market economy.

Fino has assured the so much desired support of USA in this road. Madrid was an expecting station. The American Congress approved, days ago, a resolution, which requested President Clinton's administration to support Albanian candidacy in NATO.

DP against police

Right, after the first round of the elections, June 29-th, in the political camp of DP and its fragment allies, the criticisms against police forces have been more severe. The Albanians can not easily forget the violent acts of police and of special forces in the Ministry of Interior, who used to place the iron cord to any individuals or political grouping, who used to be against the policy and practices of Democratic Party of Berisha.

The early elections, did offer, at least, another social and political climate. Police, as a component part of the Albanian society, is naturally integrated in this reality. It is this reality, which has irritated the politicians and sympathizers of Democratic Party and its allies against police forces, especially in Tirana, who have threatened some members of these forces to kill them. Within this frame should be considered the last attempts of Berisha to penetrate into Tirana police forces through the presidential guard troops, his last "faithful" weapon. But, he could not manage, because, police forces of Tirana remained faithful to the law and did not obey any more party orders. This, made Berisha's plans fail and opened new perspectives to police forces to be among the first of the state administration to integrate into the new democratic processes in the country.

Cerrik

After June 30, no road blocks

The great victory of the Socialist Party candidate, Secretary General, Prof. Dr. Rexhep Mejdani, in Cerrik, as well as the news for the great victory of Socialist Party all over Albania in the general elections of June 29-the, brought great joy to the citizens of Cerrik.

As by "magic" the anguish for any possible provocations from Berisha's segments disappeared. Right after that, the two road blocks, placed in the entrance of the town, were dismantled.

The public opinion in this small town demands the establishment of peace and order by depoliticised police forces, which have to obey only to the law. The municipality council, the political forces of Cerrik and the volunteers, who protected their own town, are organising the work for putting into efficiency police forces to establish peace and order in their region.
