The Albanian delegation in Madrid Summit

Fino - Prodi meeting

The Albanian Prime Minister, Bashkim Fino, held the day before yesterday, a cordial meeting with the Italian Prime Minister, Romano Prodi and with the Italian Foreign Minister, Lamberto Dini. Present in the meeting was the Albanian Secretary in the Ministry of Foreign Affairs, Pavli Zeri.

In the course of this meeting, it was discussed about the atmosphere of NATO high level Summit, the post election developments and about the concretisation of Tirana - Rome relations.

The Albanian Prime Minister, Fino, expressed to his Italian interlocutor the gratitude on Italy serious commitment in the realisation of June 29-th elections in Albania.

Fino stated to Mr. Prodi that the success of the Albanian Government was a success, as well, of the International Community and, first of all, of Italy, which led the protective military multinational forces. The Albanian Prime Minister, by underlining the peaceful and successful run of the elections, in general, made a summary of the post electoral policy of Albania. He underlined the idea that through the formation of the new government will start the real reconstruction of Albania and, within this frame, he laid importance to the Rome conference, as a key point in the international commitment to assist the reconstruction of the democratic institutions in his own country.

By stating that the Socialist Party and the ex opposition, in general, will not repeat DP's mistakes, Fino declared to the Italian friends that the new government will be the fruit of a vast coalition.

The Italian Prime Minister, Romano Prodi, too, considered June 29-th elections as the first and very important step for the democratic future of Albania. The Albanian crisis found its way out through a democratic solution. Prodi said that in the first day of NATO Summit, top leaders of the NATO member countries, expressed their gratitude to Italy and to other countries for their assistance in the resolve of the Albanian crisis and, especially, in the normal run of the elections.

The Italian Prime Minister estimated mostly the guarantees the new majority has offered to the new opposition, emerged from the elections. Prodi and Fino discussed about the activity and the stay duration of the multinational forces in Albania. The Italian Prime Minister expressed the commitments that the Italian troops will stay in Albania as long as it is necessary and he underlined, on this occasion, that even NATO is interested to help Albania, according to Albania's request. Anyway, Prodi said, that the time for the withdraw of the troops and the commence of the real economic cooperation has come.

Albania has entered, so far, into a new phase of its development, where the place of the military men should be substituted by the commence of the reconstruction and cooperation, of the assistance, in general, to reconstruct the country. The fields of cooperation, underlined Fino and Prodi, are numerous and the common work should start as soon as possible, after the setting up of the new government. They decided the priority fields, which will be the reshuffle of police, of the administration and the improvement of the social problems.

The Italian Prime Minister, Prodi, reconfirmed his will to visit Albania right after the formation of the new Government.

Socialists won all over Albania

In North, SPA 14 constituencies - DP 12

Tirana-Kavaja, within 50 kilometres area, all DP candidates loose

President Berisha has launched, these last 48 hours, very strange statements. "We recognise the results of the elections in general, but we do not recognize in the areas of the committees, but this does not mean that we do not recognize the results", it was Berisha's statement, quoted by the President's press office in his meeting with Miss Lalymier.

Further more. "The emerging parliament from June 29-th elections is not a legitimate one, but acceptable", President Berisha has stated. He used to declare that he has accepted the election results for political and national sake.

But, July 29-th showed another face of the picture. According to the final results, SPA has won against DP of President Berisha even in North. Out of 29 constituencies, which have made public the results for the Socialist Party and for the coalition it leads, it has won 14 of them, while Democratic Party only 12. Thus, Socialist Party will send to the new parliament 14 deputies from Shkodra, Hasi, Kukesi, Lezha, Mirdita, Kurbini, Mati, Bulqiza and Dibra. Under the same resonance with North is the Middle part of Albania and South, as well.

Considering the results, it is quite clear that the fate of the socialist victory is in the middle part of Albania, where were located 54 constituencies. SP has won in this area 12 times more than DP. This is a fantastic result and perhaps unrepeatable. SP has won in 47 constituencies, while DP only in 4 of them.

SP and the left coalition will bring into the new parliament 2 deputies from Kruja, 6 from Durres, 19 from Tirana, 2 from Kavaja, 1 from Peqin, 7 from Elbasan, 1 from Gramsh, 2 from Librazhd, 2 from Lushnja and 5 from Fier.

The middle part of Albania has been the most peaceful area, where Berisha has run his campaign freely and attacked whomever he wanted, without any distinctions.

The Albanians of the Southern part of Albania have responded negatively to the Democratic Party candidates weeks ago. For weeks in succession they asked the resignation of Berisha and, at least, he was forced to confess his resignation, if the Democratic Party would loose in the general elections.

Like this, the man who was voted in majority in the Southern part of Albania 5 years ago, urged these Albanians more to vote against his own party. The political vacuum of Berisha was filled by his rival, Fatos Nano, when he offered to these people a better future. The election results even in this area were unrepeatable. Socialist Party and the coalition of the central left won 27 seats in the coming parliament from this area. From all the constituencies of the South should be produced 31 deputies.

This was the splitting policy Berisha offered to Albanians before May 26. While the success of Socialist Party and of the left coalition is concluded into 89 deputies, won directly from the majority system. This kind of convincing result has nothing in common with the spitting policy Berisha. It has nothing in common with the policy against the so called committees of the South and of the North. This results reflected the real free voting of the Albanians in the general elections of June 29-th and in its derivative rounds.
