On the verge of the new parliament convention and of the foundation of the new Government

Nano: Here it is how we will govern

Nano's exclusive interview to "Zeri i Popullit" newspaper

In his exclusive interview to the Socialist Party Newspaper "Zeri i Popullit", among other things, SPA Chairman and the expected Prime Minister of the Coalition Government, Fatos Nano, points out:
After the free and fair people's vote, it is opened up the page of country's reconstruction and of the non repetition of the great and small tragic mistakes in the history of our nation. It is opened up the page of the profound separation from totalitarism, from the violation of the electorate's vote, from the violation of the political powers raised on this voting against its citizens, on the harm of the individuals, of the freedoms, of the rights, of their well-being, of their common aspirations.
The Albanians voted against the evil thing, because they want through their honest work to build their future and that of their children, because they want to open up a new page in the Albanian history.
In order to be within time limits, we have worked in some directions. The political forces, which joined the electoral campaign with a serious coalitions, have realised, so far, their serious negotiations to crystallize the schemes of the future government, of the concepts of the new democratic institutions reconstruction, and of constructing everything in Albania.
There are problems of various kind to be faced, starting with the emergent ones, the establishment of peace and public order, putting under control of the economic crisis and, especially, the stability of the foreign currency, controlling budget deficit and the financial and macroeconomic situation.
During this period of time we have been into intensive contacts with the international factor, with Troika representatives, with the honourable ex Chancellor, Vranitzky, who have concentrated their attention now on the post electoral Albania.
After June 29-th, despite of the election results, there are no losers. A new stage of development is opened up in Albania, where all the Albanians will be integrated, with their capacities, intellectual potentialities, with their hopes and dreams, with their resources, with their knowledge, with their relations inside and outside Albania, into a new mode, into the European one.
The plebiscite vote in the favour of the coalition forces from the left to the center, into the proportion of the two third, is a testimony of the Albanians' will to be split, once and forever, from the old policy, from the traditions of the unprincipal confrontation in the political terrain, between personalities and political forces, being them at the very beginning of this century, in the 50 years of communism and in the 5 years of the great speculations, of great frauds Berisha carried out on behalf of democracy. The Albanians voted on the favour of the new alternative, on the favour of the new policy.
This New Policy of cohabitation and co-governance, not only within the frames of an extended coalition, but, within the majority and opposition relations, as well, will be instrumentalised into the administrative, legal and political aspects and will be extended to the wide Albanian society based on the mechanisms of integration, of the fulfilment, of cooperation.
Making use of the advantages of the successor, we know quite well of what not to be repeated from the mistakes of the past. This offers us the possibility to treat our opponents, the legitimate opposition, those ones, who until yesterday have treated us as enemies, as partners, as citizens, as a political force of this country, of this pluralistic frame, and Albania will make forward towards its normality and European integration.
The fact that into the new policy of the governance, into the alternative of cohabitation and co-governing were united some other 4-5 political forces, which secured a plebiscite mandate, by assuring us two thirds of the seats in the parliament, it is an obvious guarantee to the Albanian society.
The pragmatic commitment of the political forces in the governmental coalition, which have assured two third of the seats in the parliament, is concentrated to the formula: "To immediately reconstruct Albania, our beloved Motherland, in order to make it an indispensable country from the European Union, from any other countries of the Western Europe".
On these basis, generally speaking, of the rates the coalition forces assured from the plebiscite voting, we came to divide with our partners of the co-governing New Policy, not only the main state obligations, but, the main executive positions, within the ranks of the future government.
Like this, the socialists will lead the government and the state, thus the position of the president, towards the final transition of a normal parliamentary republic, in which the executive will be the main authority of the law implementation, based on the sustainable and wide consensus of the legislative, of the parliament. While, the President, as in many other European countries, like in Germany, Italy, Greece etc. i.e in EU countries, will have more limited competencies compared with at present and will be the symbol of the Nation Unity and the referee of the eventual conflicts in the relations between the independent institutions, which respect and control each other.
This formula got spaces into the new government, as well. Like this, in the main ministries and in the new collective leadership of the executive, there has to be found the cooperation and the cohabitation of the political forces which have signed the coalition pact of the co-governing.
Out of three main state functions, socialists will run two, while the leadership of the parliament will be offered to the Social Democrats. For sure, the new speaker of the parliament will be accompanied by his deputies, one socialist and the other democrat. While, another important obligation of priority in the new government, that of the constitutional and legislative reform and of the relations with the parliament, will be handled by the representatives of Democratic Alliance Party.
Into the formula of the new executive, will be some ministries or a portfolio obligations, thus, some ad hock Ministries, which will assure the activity of the executive of becoming more effective.
Another ad hock direction of the new government will be, for example, the portfolio of the Minister of Coordination and Economic Development, who will converge the domestic programs of development and economic reforms with the programs of development, which will be secured from EU, WB, IMF and other donators.
Into the new formula of the government will be present the commitment of the Human Rights Union Party, Agrarian Party etc. At the same time, I reconfirm the readiness and the serosity of the new majority to offer to the new opposition, within the frames of the reshuffle of the People's Assembly, important responsibilities in leading different parliamentary commissions and will offer to it, as well, the lead of the State Control Commission, as an institution out of the executive, but important in controlling and administrating the state, run by majority.

        I do wish, in the most tranquil and modest way, to stress to my co - citizens, that everything should be informed in due time, as far as the names of the members of the new government is concerned.
This is neither a matter of party forums, according to the Constitution, nor the self- confidence in every forum of the party, partner or ally of the new governing coalition.
Forums, representatives of the parties in the coalition, should be informed of the final scheme of the government and its composition, precisely at the moment these schemes are to move officially towards the approval in the new Parliament, officially putting into action, according to the constitutional laws.
As the chairman of the main party of the new majority, I have in no case, found misunderstanding in the negotiations with our partners, in the governing coalition, to take upon ourselves towards a real, exclusive mandate, the duty of the coming primer of Albania, together with our partners, to concept and formulate the scheme of the new Government.
Surely, it is a challenge, that we have taken seriously, as to convert it, to turn it positively to the ability of changing the reality of the albanian society, the overcome of the crisis, the reach of the necessity balance, so that work restarts in all the levels, in Albania.
Thus, the work should start, to restore order and public tranquillity, neutralize the criminal bands, start without wasting time and realise the cooperation message, decided among us and the electorate, for the disarmament of the albanian society and the gathering of the weapons back to their depot. We should start immediately, with the balance reestablishment and economy reconstruction and its financial stability indexes, making all the legal and administrative necessity efforts to make this state function, to begin from the custom - houses to the standardisation of our national trade opened as the western trade of the continent.
We have been realistic and responsible, in every electoral confrontation, during the electoral campaign of 29 June. I, personally have been very careful of the demagogic promises.
Albanians should be convinced that actually, almost all the institutional obsticles, have been neutralised; i.e.Meksi Government,last President, Abnori Parliament and the blockage they made to the drafting and execution of the exact laws, as recommended by the international specialised institutions,WB and IMF.
Based on a fully transparency, the personal and real property , that these renting firms do have at their disposal, should be defined, together with the personal and real property passed the country borders.
Thus everything, is to be realised according to the legal state
principles, that he who has stolen or hurt the state and the citizens should pay the redress.
Everyone who has stolen, abused or transferred abroad, the deposits, financial properties of the albanians, is to redress and pay back according to the laws of the state of justice.
I do normally continue to keep the public and official declarations of Berisha and his party that, they are to play a loyal and constructive opposition for they accepted not to contest the result of 29 June.
Berisha can not monitor, arbitrate, none of the majority engagements, for the reconstruction of the country and overcome the crisis caused by Berisha and his party.
Those who caused this crisis, showed, at last, that they do not enjoy the people's faith any more, because they are unable to contribute to the solution and overcome of the crisis.
The best moment to review President competencies is precisely, the call of the first session of the new parliament.
From this, Parliament starts its job, so that to put into practice, The New Policy of co - governing and co -inhabitance with the opposition in our country.
We fairly judged that, Rexhep Mejdani personality, General Secretary of Socialist Party, is a complete figure and fit for this work in all the aspects, to secure transition from the old institution of Berisha Presidency, with a parallel executive that hindered and blocked government.
The President, I do once more stress, should be the symbol of the unity of the nation and the referee of the proportions and relations between the other institutions, and at the same time, even the guarantee of tranquillity and understanding of the political necessity among all the factors and political forces being them present or not in the Parliament. Rexhep Mejdani with his political maturity, his intellectual ability derived from his academic and university background, reflected in particular in the round table parties, did lead to the foundation of the National Reconciliation Government.
He continues to be as responsible and efficacy as any mediator who makes the job of the Head of the State in other countries that are normal parliamentary republics in Europe.
We have been serious in launching and practical implementation of the integration policy even within the ranks of SP.
I would like anyone to understand and never look back his past or our common past, ideas and instruments proved not to have any effects.
As for the national issue, its best solution is under way. As in Albania and in other countries, incidents are easy to be organised.
From this point of view, I would invite even those who speculate, to be cold - headed and gain the necessary maturity to understand which shortcomings are not to be repeated neither in Albania, nor in its relations with the other neighbours, neither in the Peninsula proportions nor within the country or with Europe.
Nothing will happen to hurt the albanians or albanian - greek relations.
I am looking forward to the 31 July, when the Political Forum
will be assembled in Rome, of all the western partners to assist Albania in the reconstruction of the economy institutions and other things.
Hence, be sure, I do not look behind, and I do invite all of you to be engaged so that nothing negative from our near or far past be repeated.
