Statement

On June 29-th and July 6-th the Albanian people, through their free vote, elected their representatives in the People's Assembly of the Republic of Albania.
By being issued the final declaration of the Central Electoral Commission, it was paved the way to the new Albanian parliament's convention and its legitimacy. The parliament's convention creates the possibility to the foundation of the new government and to all the other state institutions, under its dependence.
The convention of the new parliament in its first plenary session is an urgent necessity in the prevailing conditions of Albania. Any kind of dragging this issue out, is of great consequences for the country's and people's lives.
The Socialist Party of Albania realises with great concern that the convention of the new parliament in its first plenary session is hindered, on purpose, by the President of the Republic, Sali Berisha. Through this delay, he is showing up that even after the clear people's verdict expressed in the elections, he has not been stopped of keeping the country into the political, constitutional, economic etc. crisis and chaos. The consequences of these Berisha's delays are tenths of citizens killed each day by armed criminal bands. the paralyses of the economic life. the lack of foreign investments etc.
Through this delay, Berisha aims to obstruct the setting up of the new government and its activity, to which are laid down people's expectations, to those political forces which won in the elections of June 29-th. Berisha is aiming, as well, to sabotage Rome Conference, which will be held on July 31-st, which will open up the way for the great economic assistance the international community has planned to offer Albania.
The Socialist Party of Albania condemns the Saturday's political farce of President Berisha on the alleged "consultations with the political parties for the convention of the new parliament and for the nomination of the Prime Minister", as well as on pretexts he is presenting for the so-called "technical problems" of the parliament.
Sali Berisha does not have the political mandate to decide on the new institutions of the Albanian state. He has already confessed that he would resign, if his party would loose in the elections. After the plebiscite victory of the opposition in those elections, the only final act Berisha is expected to do is the decree, as soon as possible, of the new parliament and his confess for his resignation from the post of the President of the Republic. All the institutions of the new Albanian state will be set up from the political forces, which received people's mandate for such a thing in the June 29-th elections. The Socialist Party of Albania is not going to enter into negotiations with Berisha for the coming Government.
Under these conditions, Socialist Party urgently requires President Sali Berisha to immediately decree the convention of the new parliament in its first plenary session and to make public his resignation from the post of the President of the Republic. Any delays on this issue encharges him more with legal and moral responsibility, in front of the Albanian people.
If Berisha is not going to undertake urgently these steps, the Socialist Party and its allies, due to the last elections, have the political people's mandate to convene themselves and legitimize the new Parliament in the proper time and, by having two-thirds of the new parliament, to remove from the political stage the crisis' factors of Berisha type.

Mr. Berisha has promised to convene the parliament as soon as possible and, not only that. He is committed to keep his promises by resigning as the head of state and to run the mandate of the deputy, the Central Electoral Commission offered him.
I do not think, politically, and this is not a personal case, that is up to Berisha to negotiate with any one, in order to decide to convene the new parliament or for any other thing. That's why, I am repeating again that all the Albanians and, especially, the majority, which received more than two-thirds of the seats in the parliament, is expecting Berisha to carry out his final institutional obligation: the convention of the parliament. Then, everything passes to the new legislative power, to the new majority, which controls the new parliament. If Berisha does not keep the promise to resign from the post of the President, I will help Mr. Berisha to realise these promises.
Mr. Berisha is a factor of the old policy, of the old governance, which brought the current crisis, accompanied with the new political factors, present in the negotiating table of the Government of the National Reconciliation, which provided the only solution, that of the normal electoral process, even in critical conditions, which were effective and condemned not only the policy of Mr. Berisha, but his moral, as well, to still be in the post of the President.
That's why, Mr. Berisha does not have any rights to hold negotiations with the political parties for the foundation of the new government, but, Mr. Berisha, with loyalty, should respect, this is up to his moral, not only the verdict of these elections, not only his promises to resign from the post of the President, but, the rights the plebiscite vote granted to the new majority.
This majority has in its hands ready the new scheme of the government, without Berisha and without him as a mediator of the setting up of the new government.
I, personally, wished Berisha to have a long life, as an individual, but, in these circumstances, I have to mention that he is prolonging his political agony, but, not the agony of the Albanian new society and institutions.
Thus, we have made clear to him and still we are making clear to him that we will not contact him to have negotiations on issues which are related with the convention of the new parliament or with the foundation of the new government.
If there will be any impasses on this issue, all the Albanians, who voted against Berisha as a politician, will help to resolve it. In order to unblock it, there should be convened the new parliament. If Berisha does not want to collaborate, we have to convene the new parliament, against the old and primitive wish of Berisha to create the impasse. And, finally, in the first session of the new parliament, without the cooperation of Berisha, we will invite him to decide if he will run the post of the deputy, and on this occasion he will make use of the possibility to be integrated into the philosophy of cohabitation, or to remain for some more few hours of the new parliament in the post of the President, as much time as we need to help him keep his promises of being removed.
