Socialist leader, Fatos Nano's, interview one day before parliament convention in its first session

According to the constitution, the President is not encharged to negotiate with the political parties neither for the parliament's convention, nor for the appointment of the Prime Minister, especially after the plebiscite vote, where the majority, with more than two-thirds of the votes, has already formed its government, its Prime Minister, its governing scheme, complied by 5 political parties, which are present in the parliament.
Finally, we do not see any reasons, neither political, nor constitutional, to meet President Berisha on this issue. I would like to repeat again the confirmation of Socialist party leading organs, according to which Berisha is requested not to gamble with the rules of the old policy, not to abuse any more with the post of the old type President. He should open up the way to the construction of the new institutions, which will repair the heavy consequences of the crisis caused by the old policy of Berisha and will start the construction of everything in Albania, according to the European concepts.
The structure of the new government is closely related with the political pacts we have realised with Social Democrats, Democratic Alliance representatives, with those of the Agrarian party, Human Rights Union Party and with the Association of the former Political persecuted, by the communist regime, whom Berisha persecuted further more. We come up with an effective executive, very politically sustainable, because it is based on a parliamentary majority of the two-thirds. Within this structure there are remarkable some important posts and portfolios, which testify that this coalition is real and not fictive, like the portfolio of the program coordinator between the domestic economic development with assisting programmes of the International Community, which are ready to approach Albania, the coordination of the constitutional and legislative reform, to make everything standard in the legal system of Albania with Europe etc. run by socialists with socialdemocrats or socialists with Democratic Alliance representatives.
Even in the main posts of this government, like in the Ministry of Foreign Affairs, the socialists will run together with socialdemocrats, as state secretary and minister for the Euro-Atlantic integration, in the Ministry of Defence the socialists will cooperate with the representatives of the Democratic Alliance in the posts of the state secretary and minister. The same is happening in the Ministry of Interior, where socialists will run together with the representatives of the Democratic Alliance Party, in the posts of the state secretary and minister. At the same time, there are some very effective organisative forms of the executive, after the new programmes of the reform and the country's economic development. I am mentioning one of them, for example, which is the Ministry of the Public Economy and Privatisation, through which, by uniting into one ministry the still remaining public sectors, like energetics, mines, telecommunication, ports, railways, we aim that, through the structures and the policy of privatisation, to realise, within a medium-term period of time, the implementation of the same state policy, by considering them as equal agents and sectors of the market as the privates are, as far as competition, management, effectiveness are concerned. We will continue the process of privatisation with important packages of the still run public and strategic sectors, as well as to find out corruption in the previous government in the field of privatisation.
The new cabinet is composed of 22 portfolios only. There are some ministries, within it, which unite some important sectors into a new logic of guidance policy and the whole logic of the new government's operation will be based on the process of decision-taking from the Prime Minister to the Ministers and from them to the chiefs of the departments or the directors of the directories in the ministries, in order to realise, like this, the meeting of the demands of the foreign partners or those of the people, within a short period of time, in implementing international programmes with less bureaucracy and with in time fruits.
According to SPA statute, which is a legal party and respects the country's constitution and the laws of the Republic of Albania, it is necessary that the representatives of our own party in the legislative and executive administration to be voted with alternative candidatures and secret voting. By bringing into a conformity the statute of the party with the constitution of the country, in the General Leading Committee of the party will be voted only the main figures of the party, who will receive the mandate to create the respective executive cabinets, parliamentary ones or those of the presidency, based on the constitutional dispositions or competencies the constitution provides to these mandates, when they will take the executive form.
Like this, there will be voted, the Prime Minister, the candidate for the President, as well as those who will run top new parliamentary positions, which, according to the political pacts, will be led by a socialdemocrat and nothing else. This is serious, logic, political and constitutional, which is in conformity with SPA statute.
The new executive will make up the executive schemes up to the local level, including here the prefecture, executive secretaries of the town-halls, under the same formulas of the new majority, inviting as well the new opposition to cooperate through its personalities, thus, with professional experts it will offer.
The socialists do not have any ideas for total elections in all the territory of the Republic concerning the local administration. Our concept is very practical and pragmatic. Wherever there are executive vacuums, wherever there are districts' mayors or municipality chairmen who have abandoned their working places, thus, physically do not go to work, it is obligatory to organise partial local elections, according to the constitution.
Whomever will obstruct this irrevocable flow of energies towards the new civilisation of this people, which it deserves, because of its good inheritance the old and new history offers to present Europe, will be destined to be crossed out from the nation's memory very quickly.
I would like to express my conviction that even among the ranks of the Democratic Party there are people, intellectuals, reformists, with good political capacities, who can fill up the vacuum created so far, on the benefit not only to the democratic party, but to Albania, as well.
There will not be any enemies in the parliament hall or any vacuums, which will be created from the violation of the political power in order to liquidate the opposition or any other opponency. I would like to reconfirm that we are very serious in our commitments through the political pacts we have realised so far, we are very serious in the political powers' division, in the setting up of new institutions in the democratic Albania.
