Present in the meeting were the Minister of Finances, Arben Malaj, and Shkëlqim Cani. In the course of negotiation there were exchanged opinions on the current situation in Albania and the future cooperation spirit. SPA Chairman, Fatos Nano, reconfirmed once again the full readiness to cooperate with the World Bank, starting from the moment of compiling the programme of the new Government and in all the further commitments and steps to bring the country out of the crisis, the reconstruction of the institutions and the revive of the economy. Mr. Nano assured the representative of the World Bank on SPA commitments to create a public administration based only on the professional and technical criteria, without any prejudices, by putting into operation all the intellectual potentials. In the mean time, there was required from the World Bank to re-consider the re-start possibility of all the World Bank's projects interrupted, because of the situation in Albania, to cooperate with the Albanian Government in order to attract all the possible donators, who will take part in the Albanian economic revive programmes and the compile of the new project for the future. The representative of the Permanent Mission of the World Bank in Albania, Mr. Elbirt, after he appreciated the summary and the readiness on the part of the socialist leader to cooperate with the World Bank, underlined the fact that the World Bank will continue to assist Albania on the basis of concrete programmes, making possible not only the immediate overpass of the situation, but the setting up of the conditions to absorb investments. The meeting was characterized by a cordial and friendly spirit. The parliament of the expectations On the verge of the first session of the new Parliament The convention of the new parliament is a remarkable day to all the Albanians. It was a very expected day, differently from the other days of such kind, after the elections. The current situation in Albania makes this day of importance. That's why the day of the new parliament convention can be called by the Albanians as the day of great expectations to them. June 29-th elections were the only possibility and chance of the Albanians to put an end, once and forever, to one of the darkest periods in the history of the Albanian people. This was the period of the collapse of the Albanian state, the period of the paralyses of the institutions, the period of the economic paralyses and physical and psychological terror for all the Albanians. This was the period, when fatally, lost their lives some 2.000 Albanians, when there were injured some other thousands, when Albania lost its self-governance ability, when there have been put into question the fundamental values of the Albanian people and government. All this unexperienced tragedy in the history of our people, occurred because of the misgoverning of the Democratic Party and of the President, Sali Berisha. It was their five year misgovernance, which forced the Albanians to go into peaceful protests against the regime of violence. It was the attempt of Berisha's state to suppress with violence the peaceful protests of the people, which led, afterwards, to the armed revolt, with dangerous possibilities of being converted into a civil war of a catastrophic proportions for the country's fates. The elections of June 29-th were the only possibility to come out from this situation democratically, to avoid the civil war and to enter into the normal life, opening, like this, a new page in the history of the Albanian people. Because of that, the Albanians, massively, addressed to the polling stations on June 29-th and reflected a high level of civilisation in the voting process, in order to emerge from them the legislative and the executive organs of the Albanian state. As it was expected, the people massively voted for the parties of the left and center opposition. Two-thirds of the parliament covered by them demonstrate the real people's protest against the misgovernance of the Democratic Party and on the expectations they lay to the new political forces coming on power. The people gave its verdict on June 29-th, Now, it is the turn of their representatives in the People's Assembly to say their own word. These representatives should justify people's votes. They are among the best and devoted sons and daughters of the people. They are equipped with the bitter experience of the Democratic Party's governance. The mono party system, dominated by Democrats, has been one of the main factors, which led into the last crisis. The new Albanian deputies do have enough reasons not to repeat any bitter experiences of the previous parliament, as well. But, this is not quite enough. The new deputies have other important obligations, too, to bring the country out of the crisis. Public order has to be established, the situation has to be stabilised, possibilities should be created to revitalise country's economic and social life. A new phase has to start in the history of the Albanian people. The new parliament has the most important role in this respect. For these reasons, the new parliament is considered as the parliament of expectations to all the Albanians. WB: $ 300 million USD for the Albanian economy Albanian economy in front of a financial boom. The broken bridges seem to be re-established between our country and the international financial institutions. Their guarantee is the new government, which has the absolute support of the Albanian electorate and the international financial institutions. The representative of the World Bank in Tirana, Mr. Carlos Elbirt, has confirmed that the World Bank, the most prestigious international institution, has put at the disposal of the Albanian economy $ 300 million USD, by unblocking, like this, the finances of the interrupted projects and starting new ones. The upper statement of Mr. Elbirt, has been made after his meeting with the Primer, Fino, where there has been discussed on the International Conference on Albania, on July 31, in Rome, where the World Bank and the International Monetary Fund, will be, among the numerous participants in this important conference. Mr. Elbirt stated, at the same time, that the World Bank is very much committed to the Rome conference, to assist Albania, as well as he expressed the idea that the World Bank assistance for Albania may start even prior of Rome Conference convention. World bank and the International Monetary Fund have been present in Albania during all this period of time not only through the finances, but even through the assistance, economic aids and recommendations to carry out the economic reform. |
