![]() DocumentiFull consensus Under the leadership of SPA Chairman, Fatos Nano, there was held two days ago in Tirana, the meeting of the General Leading Committee of the Socialist Party. On the agenda there was the analyses of the party work during the electoral campaign and its obligations after the elections, justifying people's confidence in the plebiscite voting of june 29-th. In this meeting, the Chairman of the Socialist Party, Fatos Nano, addressed the members of SPA General Leading Committee with these words: After the analyses on the results of the electoral campaign of June 29-th, where Socialist Party achieved a victory of historic proportions, on behalf of SPA chairmanship, I would like to present to the General Leading Committee of the party the main ideas of the country's governance. SPA responsibilities are great, the task is clear and concrete. We should realise what we have promised to the Albanians during the electoral campaign and what they voted into a plebiscite way. To construct a normal Albania for all the Albanians, an Albania where only law and justice should prevail, where everyone should feel himself safe in his work and property, free and with dignity into the European Albania. This Albanian inspiration will be realised if we, together with the other forces of a wide political spectrum, would know to implement the new governing policy and to be maturely responsible for the historic tasks of the time. We would like to materialise our governing alternative without having the monopoly on state and without using it against people's opposition. To us is strange any ruling strategy that would oust the others and would seek through demagogy and hypocrisy the split of the Albanians into partisans and opponents. We would like to govern as far as we have the mandate and confidence of the people, to share responsibilities with the others, to be under control of the legal institutions of the opposition and of the electors, themselves. The main principals we have decided in the structure of the New Government, being sanctioned even in the accords we reached in Tirana and Rome and we are determined to realise, are: - The wide base co-governance, between the political forces from the central left to the right. More concretely, SP, SDP, DAP, HRUP, AP and the Association of the former political persecutors. We are fully convinced that the Albanian reality is in need of a wide political spectrum to overcome the crisis and to govern the country, by assuring a wide political and social consensus, as well as the continuation of the policy of reconciliation and national revival. The real political coalition will provide to the Albanian people a governing programme, which will be faced with pragmatism, but, not with political phanatism, the numerous problems of the current crisis of the European country's reconstruction. - The political power's split should be considered as an effective political and institutional mechanism to prevent the appearance of authoritarism and having monopoly on the state, especially in the conditions of a great victory of Socialist Party and of the former opposition. SPA chairmanship is of the opinion that out of the three main state institutions, the posts of the President of the Republic, and that of the Prime Minister to be run by socialists, while the post of the Parliament's Speaker to be run by socialdemocrats. This share of official positions goes follows the share of the responsibilities in the parliamentary commissions between different political forces, including here even those who form the present opposition. - To undertake the real responsibilities. In order to assure an effective government and sustainable, at the same time, we are for undertaking real and concrete responsibilities from all the political forces, which like to really govern this country together with us. We are against the government's armchairs distribution on fictive coalition basis, thing which takes place only on the base of the political and professional meritocracy. By giving the example of the maximum commitment, we have requested to our allies to involve in this respect their well known figures in the most important posts of the executive and legislative. Like this, in the executive, we have offered partnership to the socialdemocrats in the Ministry of Foreign Affairs, to the Democratic Alliance partnership in the Ministry of Interior and Defence, assuring, like this, a sustainable political formula of political co-governance, where SPA controls 2/3 of the posts and the leadership of the executive. Such a special attention we have reflected, as well, in the share of responsibilities in the parliamentary commissions. I have to confess here, with great pleasure, that our allies have responded to us with the maximum political and professional representation. - Under co-governance we do not understand only the governing coalition, but, even the relations between position and opposition., according to the formula: an opened position and a constructive opposition. The role of control of opposition is vital for the normal operation of the country's governance mechanism. The bitter experience of DP governance of excluding opposition from the country's governance had negative consequences in the democratic institutions of the legal state. First of all, these limitations have to be improved not only in the parliamentary structures, but even in the parliamentary procedures and state control mechanisms. Of course, it will be depended on the position, the opposition, itself, will maintain. The new governance, either in the executive or in the legislative, would have some major objectives, among which I would like to mention: 1- The establishment of the public order 2- The reconstruction of the legal state and the further deepening of the legislative reform for the construction and consolidation of the democratic institutions. 3- The rapid stability and economic development of the country. Party chairmanship has encharged me to suggest to the General Leading Committee of the party, in conformity with the party statute and the Constitution and the laws of the Republic of Albania, to ask your consensus on : 1. SPA candidate for the post of the Prime Minister to be the Chairman of the party, Mr. Fatos Nano. 2. SPA candidate for the post of the President of the Republic to be Mr. Rexhep Mejdani, party General Secretary. 3. SPA candidate for the deputy Speaker of the Parliament to be Mr. Namik Dokle 4. The candidate for the chairman of SPA parliamentary group to be Mr. Pandeli Majko. 15-th Legislature of the People's Assembly of the Republic of Albania started Fortune to Parliament! The new Albanian parliament started its first session the day before yesterday. It was greeted by the well known Albanian writer and the deputy of Socialist Party, Dritero Agolli. All the deputies elected were in the hall, with the exception of those of the Democratic Party, who boycotted the first session. Then the parliament proceeded with the setting up of the commission to check the mandates of the deputies. |
