The Presidential Press Office informed that the President of the Republic, Rexhep Mejdani, with the Decree 1836, date 24.07.1997, under the request of the Prime Minister, Bashkim Fino, decreed his resignation, because of the end of the mandate of the Government of the National Reconciliation. On this occasion, the President, requested Mr. Fino, and the Government he conducts, to be on duty up to the time the new Government will replace it.
The same informative source make known that the President of the Republic, Mr. Rexhep Mejdani, with the Decree Number 1837, date 24.07.1997, decreed the nomination of Mr. Fatos Nano in the post of the Prime Minister of Albania and encharged him to form the new Government.

On behalf of the Socialist Party of Albania we would like to wish successes in your very respectable function, People's Assembly, which came out of the general elections of June 29-th, encharged you.
Socialist Party is fully convinced that your election as the Head of Albanian State would be a guarantee for the successful fulfilment of your obligations in your top position, as the representative of the Albanian people unity. It is assured that you will play a determinative role in the respect of the democratic principals of the state, liberty and fundamental human rights.
Based on the people's free vote of the elections June 29-th, which gave to the Socialist Party the majority in the new Albanian parliament, based on the Main Constitutional Dispositions, the law No.7491, date 29.04.1991, article 28, point 6, we suggest you to nominate in the post of the Chairman of the Council of Ministers, Mr. Fatos Nano.

All together to remake Albania
Message of the President of the Republic, Rexhep Mejdani, addressed to the Albanian parliament and Albanian people
In his message addressed to the Albanian parliament and the Albanian people, the new President of the Republic, Prof. Dr. Rexhep Mejdani, among other things, stated:
The fruitful cooperation of the Albanian institutions, of the Parliament, Government, of the President, by fully respecting the law, would be determinative in the crisis resolve, the Albanian society is living up with, today on the verge of the XXI Century. It requires the maximum political and civilian commitment of all the Albanians, who inspire for democratic multi-dimensional normality, for a true emancipation, for a modern European civilisation, to which the "Achile"s heel" of the pluralistic democracy is the saint institution of the free and secret vote, free and fair elections, which reflect people's will, of the real sovereign, who decides on the normal rotation of the political power. Within this logic of the institutional policy, will be reformed and fully reconstructed the Albanian democratic institutions, the necessary legitimacy should return to them, the institutional inactivity will be dismentaled, will be re-formed the Albanian image in the World, all the premises on the public order establishment will be created, for a rapid revive of the country, in the economic and spiritual fields.
Ladies and gentlemen,
The country and people are in need of peace, of the tolerance spirit, of love and mutual understanding, instead of intolerance, hatred and tension, of the cooperation feeling, instead of the splitting policy, of ousting, of excluding.
We should inspire and together combat to revive Albania, to avoid and minimize the unemployment, criminality and corruption, to aim the people's guarantee of the joy of life, its peace and insurance, the over all possibility to develop the free private initiative and the economic, social and civilised emancipation, to legally and soundly guarantee the so much in need domestic and foreign investments, the full integration in the Euro-Atlantic structures and in the World financial institutions.
Based on your serious commitment, the new obligations laid down in front of me, will make me increase my efforts for the full and real concretisation of the National Reconciliation policy, for the construction of a new integrating policy of cooperation, of cohabitation of all the Albanians like brothers, of all the opposition political forces, against the policy of confrontation, of intolerance and splits. In order to realise this we should construct the real legal state, put law above everything and respect it. All of us are equal in front of it, from the head of state up to the rank and file citizen. Within this frame, in order to be more loyal and un-influenced in the task you encharge me, in front of you and all the Albanian citizens, despite of their political and religious beliefs, in order to incarnate the integrating role of the symbol of the people's unity and the nation's referee, I request immediately my resignation from all the party's functions, abandoning the party which laid confidence on me and suggested me in the top position of the Head of State.
On this occasion I appeal to the Albanian people to help me in this very difficult obligation and to give their peaceful contribution for the disarmament and the public order restoration, to assist in the reconstruction of the new Albania. I appeal to all the parties of the political spectrum that, under the model spirit of the religious communities, of the non governmental organisms and organisations, to work together, without any prejudices, in order to come out of the dangerous crisis, to realise the historic mission of overpassing the severe Albanian crisis.
At the same time I invite the Albanian intellectuals and specialists, who are in immigration, as well, to work for the New Albania. Not any kind of states of any nations can survive without labour and sweat, because where their is no work and sweat, criminality, mafia, violence take roots. Let's involve all together to educate a new generation, in a harmonic, cultural spirit, far from drugs, corruption etc.
Honourable friends,
By accepting the obligation of the President, I express my conviction that by working all together, into a close multidimensional cooperation with the European states and USA with the most prestigious international institutions, we will revive Albania and we will see the very dramatic Albanian situation as a very sad dream, which has not to be appear any more.
