Albanian Government in its first meeting

Not to loose any moment in reconstructing Albania

In the first meeting of the Council of Ministers, held right after the swear in front of the President of the Republic, the Prime Minister, Fatos Nano, after he wished a successful work to his cabinet, discussed about the political commitments of the governing political forces. The Albanian Primer invited the colleagues to start immediately the work, because, as he mentioned "we are in front of the great challenge for Albania, which is, at the same time, a challenge for our cabinet. We should be effective since the very first start. To commence with vitalizing the public administration, at the very beginning, with the existing one, by testing first, and putting into efficiency during the first days, by integrating it with the new programme of the Government.
We should loose no minutes, underlined Mr. Nano, to start the materialisation of the priorities the new Government has. The work has started for the legal precision of the status of the new governmental portfolios. This will serve, said the Prime Minister, not only to avoid any steps not based on laws, but to create an effective scheme of coordination and partnership. To support each other and not to hinder each other, said Mr. Nano.
We should be orientated by the modern concept, standard to the decentralisation of the decision taking. This would have made possible not only the individual responsibilities for any chains of the government and any ministries in its composition, but the legal control, as well, for the fulfilment of these responsibilities.
In the old administration, said Nano, one of the problems which has not generated and has had consequences, afterwards, has been the non taking of the responsibilities, by piling problems to the top officials, like minister or Prime Minister, or even the President. This, not only creates premises of ineffectiveness, looses time and causes corruption, but, at the end, even physically, is unfaceble.
The Prime Minister advised the members of its cabinet to ask even in the first contact with their administration, an official information to estimate the governmental programme, which they should present to the parliament, asking for its vote of confidence.
We signed today, the formula of swear, Nano said, but, signed at the same time, the contract of this new executive with the new state we are constructing. All of us are in contractual relations. The political contract with the electorate we passed altogether successfully. Today we start the realisation of the executive contract, which we wish to realise successfully, too. Such kind of relations we should establish among ourselves and all the parts of the state administration. If one part of this administration does not meet the legal and professional demands, within legal frames and deadlines, that should be the first chain to be renovated. Like this, into a continuous filtering, up to the moment we will come to the professional people, able to resolve the problems.
We share the same opinion I think with Mr. Ceka, especially, and he should be prepared more than any one else in this respect, that the public order has the priority of the emergency, like the Minister Malaj, who has the priority of attacking the critical, economic and financial situation.
In front of us there are concrete problems which need a response and concrete solutions. We should not make rallies in Vlora or Berat. The political rallies after the elections are out of any contemporary concepts. We will offer to these areas the free trade zones, which start with a concrete programme and opens up new working places.
In the first meeting of the new Government, Mr. Nano estimated Mr. Fino "as a strong referring point of the Government of the National Reconciliation", especially within the frame of the institutionalized contacts of the international community with the new Government.
The programmes of the World community for assistance towards Albania are almost ready. But, each of us should immediately be involved to be prepared in order to profit the maximum from them, in order to be as a partners in the realisation of these programmes.
The time is very limited. On Tuesday, we will be voted to the parliament. On Wednesday, almost half of this government should realise contact with the italian Government, where the priorities will be present there together with the solutions we offer to our partner as Rome is. You already know, said Mr. Nano, that the concept of the European Troika, which monitored the elections of June 29-th, is converted and is crystallized as a concept of an executive working group, part of which is the Albanian Government, as well. This group will coordinate all the programmes of the international institutions, of different states and donators, always under the monitoring of the International Monetary Fund and World Bank to reconstruct Albania. The assistance is concrete. The programmes of development are powerful. The main problem of this country, among other things, within the frame of the relations with the International Community, has been the absorbing capability of the programmes, financing, assistance and development.
The other things, which need to be resolved immediately, said Mr. Nano, is the reshuffle of the leading staff of the ministries, starting with the deputy ministers up to the potential chiefs of the departments or directories, with whom you have to work. They have to take place, but with the clear logic of meritocracy and professionalism, based on laws. Me, that am coming together with the majority of this cabinet from the Socialist Party, be sure that will not allow for any moment any militantism pressure in the positions of the new public administration.
Thus, we have a very intensive work. We have started so far. There are a lot of groups, non governmental organisations, but even governments, which offer assistance. I have required, together with Mr. Fino, to start the work with Troika.
Let's work together, ended Mr. Nano, to make standard things, within the shortest possible time.
