Let's finalize people's will victory

SPA General Leading Committee statement

SPA General Leading Committee (GLC), in its meeting of May 22-nd, 1997, analyzed country's pre electoral situation, the internal and foreign factors, which, in their unity, should guarantee free and fair elections on June 29-th, 1997. In the mean time, GLC discussed on SPA preparatory work done so far and in the future, to successfully finalize people's will victory, the symbol of which, will be SPA victory in these elections. Within this frame, GLC decided on its future political and organisative commitments.
SPA General Leading Committee meeting, at the end, jumped into these conclusions:
1. It greets National Reconciliation Government's right to organize and administrate the electoral commission system and the electoral process, in total.
2. SPA powerfully supports the Government of the National Reconciliation in realizing its mission for holding free and fair elections, public order establishment and country's chaos avoidance.
3. SPA will join elections only if international guarantee will be provided for free, fair and equal ones. It fully supports National Reconciliation Government's request, addressed to International Community (OSCE, EU, CE, etc), to intensively work to provide full logistic and material-base support, control and estimation of each electoral step, up to the proclamation of the official electoral outcomes, based on joint-action concept, which will make the necessary foreign guarantees for free and fair elections in Albania.
4. SPA reconfirms, once again, its suggestion, of inviting all the political forces to approve a social pact on June 29-th electoral campaign, based on National Reconciliation Government's and International Community's guarantees.
5. GLC approved the structures and time limits of SPA electoral further proceedings in selecting candidates for deputy, the appointment and technical qualification of socialist representatives in the electoral commissions of all levels, as well as other organisative measures for a well proceeding of the electoral campaign, its peaceful run and faithful respect to people's ballot.
6. GLC approved the draft electoral program and authorized SPA Central Electoral Commission to go into details of this program enriching it with suggestions, which came out of this meeting.
7. GLC authorized SPA Chairmanship to realise, in process, possible coalitions with other opposite political parties, by increasing, like this, the political guarantees for a possible conspicuous victory of the actual opposite forces in these elections and setting the conditions, afterwards, for a wide political spectrum governing.

All together to save Albania

Under the leadership of SPA Chairman, Fatso Nano, was held SPA General Leading Committee (GLC) meeting. In its center was the analyses of the pre electoral situation in the country and SPA commitments to it.
At the very beginning, Fatos Nano analyzed party's work and its contribution to cope with the crisis, since March 9-th until today. The party's Secretary of Public Relations, Pandeli Majko, spoke about party's chairmanship commitments, in cooperation with the other parties of the opposition, to resolve the Albanian crisis. He said that today in Albania are noticed two political camps. On one side, pro Berisha parties, and, on the other, the parties in opposition. We have considered as important the cooperation with the other political parties and will consider this issue, like this, even in the future. Within this frame, we are working for possible pre or past electoral coalitions. We are considering the possible cooperation with Socialdemocratic Party, Democratic Alliance Party, Agrarian Party, National Unity Party and the Human Rights Union Party, said Majko.
The member of the SPA General Leading Committee, the Primer, Bashkim Fino, spoke about Government's attempts in preparing the conditions for free and fair elections. While, the member of SPA chairmanship, Et'hem Ruka, laid down the main questions of the party's electoral draft program on the coming elections. The Organisative Secretary of the party, Namik Dokle, in his speech, talked about party's organisative orientations in the coming elections. It is of necessary a good selection of the candidates for deputies and for electoral commission members. Local SP committees will present a candidature for their electoral constituency. It is of great importance party's involvement in the electoral lists checking and in other issues of the electoral campaign.
In his analyses on the country's political situation, the Chairman of the Socialist Party, Fatos Nano, among other things, pointed out:
It is of importance to convert people's revolt and protest, their tendency against the institutions, politics and individuals, who caused this crisis and still are keeping the country into such a state of chaos and anarchy, into important electoral factors, which will provide victory to socialists and to the progressive opposition forces, in total, by emerging Albania, at least, from the crisis and putting it into normality, only through free and fair general elections.
Since March 9-th accord, Socialist Party Chairmanship, by maintaining institutional contacts with the party structures all over the country, has carried out seriously and with responsibility the combat, negotiations, political and institutional attempts with its representatives in the Government and Parliament, in finalizing the political process, already commenced, on the basis of the political parties round table with the Government. The cooperation between party chairmanship, parliamentary group, our representatives in the Government with the leaders of the other parties of the governmental round table and, more over, has been constant.
Another important component of such an intensive activity of the leading party's forums and its leaders, has been and will be the presence, discussions, defending of the party's principal demands in the contacts with the representatives of OSCE, EU, CE, ODIHR staff etc.
We have tried hard to pass the institutional and political transition, which started with March 9-th accord, without excesses, peacefully, by ensuring the re-establishment of peace and order in the country.
By the setting up of the Government of the National Reconciliation, at leats, was set up a real executive governmental institution in Albania, an executive institution of all, devoted to all.
All these attempts and others will make Socialist Party join elections, combatting there democratically, to overpass country's multidimensional crisis and to ensure opposition victory, only through the intensive monitoring and conducting of the electoral process through International Organisms, in cooperation with the Albanian Government of the National Reconciliation.
